To implement the Party's strategy of governing the country by law, reflect China's legislative achievements, facilitate the study and application of laws, regulations, and rules by national organs, enterprises, institutions, social organizations, and the public in social activities, strengthen legal education and publicity, enhance the legal literacy of the entire population, and better serve the socialist modernization drive, we have organized the compilation of the Comprehensive Classification Compilation of Laws, Regulations, and Interpretations of the People's Republic of China. For the convenience of readers, we have published three major parts separately: the Civil and Commercial Law Volume, the Administrative Law Volume, and the Economic Law Volume.
The Comprehensive Classification Compilation of Laws, Regulations, and Interpretations of the People's Republic of China collects laws promulgated by the National People's Congress and its Standing Committee, administrative regulations and regulatory documents issued or approved by the State Council, departmental rules issued by the ministries and commissions of the State Council, as well as judicial interpretations, explanations of provisions, and textual interpretations issued by the Supreme People's Court and the Supreme People's Procuratorate during the period from the founding of the People's Republic of China to the year 2000, amounting to nearly 50 million words. The entire set is divided into seven major parts: the Constitution and Related Laws, Civil and Commercial Law, Administrative Law, Economic Law, Social Law, Criminal Law, and Litigation Law. It includes currently effective laws, decisions on legal issues, administrative regulations, regulatory documents, departmental rules, judicial interpretations, and textual explanations.
To facilitate research institutions, scholars, and practitioners in conducting thematic research on legal issues, selected documents that are no longer in effect but still hold significant reference value from a particular period have been included in relevant volumes to enhance the practicality of the compilation. The compilation was reviewed and edited by the Research Office of the of the Standing Committee of the National People's Congress. This book is a commonly used large-scale legal reference tool for judicial departments, Party and government agencies, enterprises, institutions, social organizations, legal professionals, legal researchers, and libraries.
