They tried to change the internal and external situations of other countries using two new methods—the neoliberal movement and the globalization movement. In this way, the United States would reap the benefits of the new global order, while the risks and costs brought by it were dispersed to countries outside the U.S. This is the other unknown side of the Washington Global Gamble.
