Features: By reviewing the various texts formed during the legislative process of the Administrative Licensing Law (mainly including the draft for public consultation by the Law Work Committee, the initial draft by the Rule of Law Office, the first review draft, the second review draft, the third review draft, the fourth review draft, and the final approved text), I deeply feel the oscillation between idealism and reality in China's legislative process for administrative licenses. In my opinion, the first review draft is the most idealistic text among them, while the realistic tone becomes increasingly prominent thereafter. Especially from the third review draft to the fourth review draft, the Administrative Licensing Law draft completed a leap between idealism and reality, thus shaping the current form of the Administrative Licensing Law.
