Features: To support the implementation of the national total discharge control system for water pollutants and to guide the monitoring of total water pollutant discharge, this specification has been formulated. This specification specifies requirements for the formulation of monitoring plans for total water pollutant discharge, the setting of sampling points, monitoring and sampling methods, monitoring frequency, water flow measurement, monitoring items and analytical methods, quality assurance, and total discharge verification. This specification was proposed by the Science and Technology Standards Department of the State Environmental Protection Administration. The China National Environmental Monitoring Center was responsible for drafting this specification. The State Environmental Protection Administration is responsible for interpreting this specification. This specification is the first release and will come into effect on March 1, 2003.
