Features: Modern market economy theory and practice have shown that in the future, the main factors determining the international competitiveness of a city or region are no longer primarily infrastructure issues, nor mainly policy incentives, but largely the issue of government management functions and efficiency. Against the backdrop of China's entry into the WTO and its greater direct participation in international competition, Shanghai, as the forefront and important base of China's opening-up, can once again gain the first-mover advantage in expanding its opening-up if it accelerates the transformation of government functions and significantly improves administrative efficiency. This can accelerate its own development and make new contributions to the country's development. The novelty of this study in methodology lies in two aspects: First, it explores the organic connection between the transformation of government functions and the establishment of public finance at both theoretical and practical levels, discussing the issue of accelerating the transformation of government functions from a relatively new perspective. Second, it aims to combine theoretical guidance with practical applicability, ensuring that theory is linked to practice and that the proposed countermeasures are feasible. The structure of this study includes two main parts: the main report (general discussion) and the sub-reports (from Chapter to Chapter 10). The main report summarizes, synthesizes, and refines the sub-reports, while the sub-reports elaborate on, supplement, and support the main report. The main report and sub-reports are interrelated and integrated, yet they also possess relative independence and their own value.
