Features: Agriculture is the foundation of the national economy, and crop cultivation is the foundation of foundations. The production of crop cultivation is crucial for national food security and serves as a significant source of income for farmers. Stabilizing and developing crop production is of great importance for promoting the balanced and rapid development of agriculture, the rural economy, and even the national economy. In 2005, it was the last year of implementing the 10th Five-Year Plan for national economic and social development, and also the second year of restoring and developing grain production. The central government continued to stabilize, improve, and strengthen various support and benefit policies for agriculture, proposing the strategic task of enhancing the comprehensive production capacity of agriculture. Local governments and relevant departments earnestly implemented the deployment and requirements of the Party Central Committee and the State Council, worked diligently, and focused on implementation. Grain production continued to stabilize and increase, building on the significant increase in 2004, while economic crops developed comprehensively and steadily. The adjustment of agricultural structure continued to deepen, major technologies such as soil testing and formula fertilization were widely promoted, and progress was made in transforming the growth model of agriculture. To record the achievements of crop cultivation development in 2005 and exchange experiences from various regions in advancing crop cultivation development, the Crop Management Department of the Ministry of Agriculture organized the compilation of the 2006 China Crop Development Report, which is a valuable effort. The compilers believe that the publication and distribution of this report will play a positive role in promoting the stable development of crop cultivation, especially grain production, deepening the adjustment of agricultural structure, and solidly advancing the construction of a new socialist countryside.
