Features: The 15th National Congress of the Communist Party of China and the Third Plenary Session of the 15th Central Committee repeatedly emphasized the need to expand democracy at the rural grassroots level, ensuring that farmers directly exercise their democratic rights, manage their own affairs legally, and create their own happy lives. Grass-level democracy construction is an important component of rural grassroots democracy. While fully implementing village self-governance, it is necessary to further strengthen grass-level democracy construction, making the rural grassroots government a vibrant, authoritative, and efficient level of administration that is closely connected with the masses, serves the people wholeheartedly, and can truly effectively lead and manage political, economic, cultural, and all other affairs within its administrative region. This book primarily elaborates on the historical development, basic theories, and policies of China's grass-level democracy construction; the management system and operational mechanisms of grass-level democratic governance; the connection between grass-level democracy construction and village self-governance, as well as the theoretical, policy, practical, and methodological aspects of further advancing grass-level democracy. The purpose of this article is to enhance the understanding of grass-level cadres regarding the significance of rural democracy construction, to familiarize them with the basic theories and policies of grass-level democracy construction and its development trends, and to equip them with the skills for administering according to law and managing democratically.
