Features: China has over 1.3 billion people, with 900 million living in rural areas. The issues of agriculture, rural areas, and farmers are significant to China's reform and opening-up and socialist modernization. The 16th National Congress of the Communist Party of China proposed the historic task of "building a new socialist countryside," requiring steady progress in rural development with the goals of "developing production, improving livelihoods, fostering civilized rural customs, achieving tidy villages, and implementing democratic management." Strengthening rural democratic political construction and improving the rural governance mechanisms for building a new socialist countryside are both essential components and guarantees for this task. In recent years, with the implementation of the Village Committee Organization Law, village self-governance, centered on democratic elections, decision-making, management, and supervision, has made significant progress. Self-governance organizations have been continuously strengthened, activities have become more standardized, systems have been improved, and rights have been better implemented. Village self-governance has become a crucial part and foundational work in developing socialist democratic politics and building a socialist political civilization, demonstrating substantial political advantages. Practice has shown that the healthy development of village self-governance requires not only relatively legal, regulatory, and policy safeguards but also the continuous improvement of the democratic legal literacy of rural grassroots cadres and masses. An effective way to enhance their quality is to strengthen publicity, education, and training for rural cadres and masses, spreading knowledge of village self-governance. In recent years, under the correct leadership of the Party and government, civil affairs departments at all levels have actively conducted rural cadre training, raising funds from multiple sources, in accordance with legal, regulatory, and policy requirements. They have trained village cadres in phases, covering group leaders, village representatives, members of village affairs supervision committees, and members of village democratic financial management committees, achieving remarkable results. During this process, the five-year China-EU Village Affairs Management Training Project played a and role in developing training materials and using interactive and participatory methods for training. The series of village affairs management training textbooks presented to readers is a product of the collective wisdom of project experts, organized as popular and knowledge-based reading materials for rural grassroots cadres and masses. These textbooks focus on village democratic elections, decision-making, management, and supervision, introducing interactive teaching methods to popularize knowledge of village self-governance among rural cadres and masses. They have been well-received by participants and instructors in existing training activities. Moreover, each textbook has unique features: some use text to explain illustrations, combining visuals and text; others use case studies to explain laws, integrating legal and textual content; some use tables to present information, complementing text with data; others use laws to explain cases, providing broader insights; and some incorporate games and activities to make learning enjoyable, transforming dry legal provisions into vivid texts and teaching activities. Each textbook can be used independently as a teaching resource, with versions available for instructors and self-study manuals or supplementary materials for learners. It is a rare and highly practical training textbook series in recent years.
