The report analyzes the current status and trends of China's educational development and reform, explores hot and difficult issues concerning education policies that are of concern to the general public, and provides references on international educational policy trends. This book is divided into three parts and thirteen essays. The National Review section summarizes China's educational reform and development in 2004, focusing on the new progress in vocational education, while introducing the book's theme "Educational Planning," which provides an in-depth analysis of the background of China's educational development and reform during the 11th Five-Year Plan period. The "New Perspectives on China's Educational Policy" section presents the book's other two themes: "Educational Finance" and "Independent College Pilot Program," proposing views such as improving the public financial system, advancing educational equity, drawing on the experience of international organizations, and refining diversified funding mechanisms for higher education. It also conducts a specific discussion on the independent college pilot program, an innovative experiment in higher education development, aiming to offer insights into some key, hot, and challenging issues in current educational development.
