Features: The World Bank signed the "Loan Agreement for the Reform of Corporate Housing and Social Security System" with the Chinese Government in 1994. The project's implementation period was from 1994 to December 31, 2004. The project aimed to provide funding to accelerate the reform of housing and social security systems in the project cities, help establish market-based housing systems and strong social security systems in these cities, transfer the responsibility of providing benefits directly from enterprises to society, reduce the burden on enterprises, further deepen the reform of corporate operational mechanisms, enhance market competitiveness, optimize the structure of human resources, and promote the rational mobility of labor. The purpose and role of the World Bank's loan are being proven by history over time.
Under the leadership of the Beijing Municipal Committee of the Communist Party of China and the Beijing Municipal People's Government, the project promoted the development of the social security system reform in Beijing. During the implementation period, the achievements of Beijing's social security system reforms far exceeded the original commitments made to the World Bank regarding the progress of social security system reforms. Government regulations were successively promulgated by the Beijing Municipal People's Government in the form of government orders for old-age insurance, unemployment insurance, work-related injury insurance, medical insurance, and maternity insurance. The coverage of social insurance continued to expand, the collection of social insurance funds was strengthened, the level of security was expanded, and the social security system became increasingly perfect.
During the implementation period, the Beijing Municipal Bureau of Labor and Social Security utilized $8 million in loan funds from the social security project to complete three international competitive bidding and procurement of "technical consulting" and computer equipment. The project also organized 38 domestic social security training sessions and 20 domestic study tours, conducted 18 foreign study tours and 8 foreign training sessions. The World Bank's social security project achieved fruitful results.
