Features: To thoroughly implement the Scientific Outlook on Development and fully carry out the basic national policy of conserving resources, ensuring the achievement of energy conservation targets proposed in the Outline of the 11th Five-Year Plan, the State Council has made a decision to strengthen energy conservation work, which has been approved in principle by the State Council Executive Meeting and is about to be issued. Approved by the State Council, the National Development and Reform Commission has organized this national energy conservation meeting to better promote the implementation of the decision's spirit, exchange experiences in energy conservation work, and study and deploy energy conservation efforts in the next phase., officials from relevant departments under the State Council, some local governments, and central enterprises spoke, introducing their practices and insights in energy conservation work, which were very well presented. Under the commission of the State Council, the National Development and Reform Commission has also signed energy conservation target responsibility agreements with the governments of all provinces, autonomous regions, and municipalities directly under the Central Government and some central enterprises to focus on energy conservation targets in a thousand high-consumption enterprises. This is a solemn commitment to the state and society. Below, I will outline some opinions on implementing the decision's spirit and doing well in energy conservation work for the 11th Five-Year Plan and this year.
I. Unify thoughts and fully recognize the extreme importance and urgency of strengthening energy conservation work
The Party Central Committee and the State Council have always attached great importance to energy conservation work, especially in recent years, General Secretary Hu Jintao and Premier Wen Jiabao have made important instructions on conserving energy resources. The 5th Plenary Session of the 16th Central Committee proposed making conservation of resources a basic national policy, and the Outline of the 11th Five-Year Plan further set a binding target of reducing energy consumption per unit of GDP by about 20% during the 11th Five-Year Period. We must fully recognize the significance of energy conservation work from the perspective of fully implementing the Scientific Outlook on Development, smoothly achieving the grand goal of building a moderately prosperous society in all respects, and promoting the long-term stable and sustainable development of the national economy.
First, energy conservation is the fundamental way to solve China's energy problems. Energy is a vital material basis for human survival and development. China has a large population, relatively insufficient energy resources, and per capita energy resources far below the world average. The remaining recoverable reserves of coal, oil, and natural gas per capita are only 58.6%, 7.69%, and 7.05% of the world average, respectively. Currently, China is in a critical stage of accelerating industrialization and urbanization, with high energy consumption intensity and continuously expanding energy consumption scale, making the energy supply-demand contradiction increasingly prominent. In the future, as the economic scale continues to expand, energy demand will continue to increase rapidly. Energy is currently and in the foreseeable future a prominent bottleneck restricting China's economic and social development, directly related to whether the goal of building a moderately prosperous society in all respects can be achieved. While it is important to alleviate the bottleneck of energy supply and demand by all means to increase supply, this requires accelerating domestic resource development and actively utilizing foreign resources, but neither domestic nor international energy resources are unlimited, and increasing supply is constrained by various conditions. The fundamental solution lies in adhering to the principle of developing and conserving resources simultaneously, prioritizing energy conservation, vigorously promoting energy conservation and consumption reduction, and improving energy utilization efficiency. There is no other way.
Second, energy conservation is an urgent task in the current economic work. For a long time, China's overall energy efficiency level has been low, with energy consumption per unit of GDP much higher than the world average. Especially in recent years, the high-consumption industry has developed rapidly, and the transformation of the economic growth model has been slow, leading to continuously increasing energy consumption. Although energy production has repeatedly set new records, the rapidly growing energy supply cannot keep up with the even faster growth in energy consumption, creating significant pressure on the supply-demand balance. Especially since the first half of this year, despite many measures and efforts, the energy conservation situation remains not optimistic, with energy consumption growth still too fast. If this trend cannot be reversed soon, it will not only affect whether the target of reducing energy consumption per unit of GDP by 4% this year can be achieved but also whether the positive momentum of stable and rapid economic development can be maintained. It will inevitably have an adverse impact on the economic development and energy conservation work throughout the 11th Five-Year Period.
Third, energy conservation is the essential requirement of the Scientific Outlook on Development. China's economic development has achieved remarkable achievements, but it has also paid a significant price in energy resources and the environment. Relying on excessive consumption of resources and sacrificing the environment to support economic growth is unsustainable. Energy conservation is a necessary part of the Scientific Outlook on Development. The Scientific Outlook on Development requires that growth not only considers output but also input, achieving as much output as possible with as few resources and environmental costs as possible, and forging a development path that is low in input, high in efficiency, and sustainable. Therefore, energy conservation should be the main direction of the transformation of the growth model, an important indicator of whether the economic structure is optimized, and a standard for measuring whether the Scientific Outlook on Development is truly implemented. We must achieve a development model that is resource-saving, clean, safe, and sustainable. In the past two years, especially in the first half of this year, the whole country has seriously implemented the arrangements and plans of the Central Committee, focusing on achieving the energy conservation targets of the 11th Five-Year Plan and this year. The state has established a reporting system for GDP energy consumption and announced the energy consumption per unit of GDP by region by the end of June 2005. It has organized the "Thousand Enterprise Energy Conservation Action," formulated the "Implementation Opinions of the Ten Major Key Energy Conservation Projects of the 11th Five-Year Plan," and allocated 5.4 billion yuan in national bond funds to support 98 key energy conservation projects. Local governments have continuously increased their efforts, with the vast majority of regions setting energy consumption reduction targets for this year. Twenty-four provinces, autonomous regions, and municipalities have decomposed these targets to local governments (industries) and key enterprises, and some local governments have issued opinions on strengthening energy conservation work, strengthened energy conservation institutions and personnel, established special energy conservation funds, strengthened tracking and management of key energy-consuming enterprises, and intensified the elimination of backward production capacity. As the main body of energy conservation, enterprises have increased investment, strengthened management, and carried out activities such as competing for energy conservation champions and energy conservation demonstration enterprises. Overall, a good energy conservation atmosphere has taken shape. While recognizing the achievements, we must also clearly understand that energy conservation work still has gaps and shortcomings and is far from meeting the requirements of the new situation and tasks. Mainly: some localities and enterprises pursue growth speed and scale expansion unilaterally, with insufficient understanding and attention to the role of energy conservation; energy conservation laws are not sound, management systems are not perfect, legal enforcement subjects are not clear, and penalties are weak; energy conservation investment is insufficient, technological development and popularization are inadequate; effective policy incentives are lacking, and mechanisms for market entities to voluntarily conserve energy have not been formed; energy conservation management team building, statistics, and measurement, and other basic work are severely lagging; the energy crisis awareness and energy conservation awareness of the whole society are not strong. We must fully recognize the extreme importance and urgency of strengthening energy conservation work from a strategic and global perspective, enhance awareness of the crisis and the sense of historical responsibility and national mission, place energy conservation work in a more prominent strategic position, and take stronger measures to ensure the achievement of this year's and the 11th Five-Year Plan's energy conservation targets, promoting the rapid and sound development of the national economy.
II. Deeply understand the spirit of the decision and further clarify the basic ideas of energy conservation work
The State Council Executive Meeting has approved in principle the decision to strengthen energy conservation work, which clarifies the guiding ideology, basic principles, main tasks, and policy measures for energy conservation work during the 11th Five-Year Period. It is a programmatic document for energy conservation work during the 11th Five-Year Period. We must study it carefully, fully understand it, and implement it well. The general requirement is: to deeply implement the Scientific Outlook on Development, fully carry out the basic national policy of conserving resources, correctly handle the relationship between energy conservation and development, energy conservation and development, market mechanisms and macro-control, and take improving energy utilization efficiency as the core, transforming the growth model, adjusting the economic structure, and accelerating technological progress as the foundation, give full play to the fundamental role of market resource allocation, implement effective incentive policies, mobilize the enthusiasm of market entities to conserve energy, strengthen energy conservation awareness across the society, accelerate the construction of a resource-saving production and consumption model, and promote the sustainable development of the economy and society. Energy consumption level is a comprehensive reflection of a country's economic structure, growth model, technological level, management capacity, consumption model, and national quality. Therefore, conserving energy must also adopt comprehensive measures, take multiple approaches, and make multi-party efforts, mainly from the following six aspects:
1. Energy conservation through adjusting the structure. Energy conservation is not just a micro-level issue but primarily a macro-level issue, that is, the structure of the national economy. Currently, from the perspective of China's three industrial structures, economic growth is overly dependent on the secondary industry, with the low-energy-consuming tertiary industry lagging behind in development and a low proportion. In 2005, the added value of the tertiary industry accounted for just over 40% of China's GDP. The average proportion of the OECD countries in this regard exceeds 70%, with the United States at 75.3%. Countries with development levels similar to China, such as Brazil and India, are 75.1% and 51.2%, respectively. According to the calculation of relevant departments, if the proportion of added value of the tertiary industry in China's GDP increases by one percentage point, the proportion of industrial added value in the secondary industry should correspondingly decrease by one percentage point, and the energy consumption per unit of GDP can be reduced by about one percentage point accordingly. From the perspective of the internal structure of the industry, the proportion of high-energy-consuming industries is large, especially the overcapacity of high-energy-consuming general processing industries. The proportion of high-tech, high-value-added, and low-energy-consuming industries is low. Last year, the added value of high-tech industries accounted for only 10.3% of the industrial added value. According to the current industrial structure, if the added value proportion of high-tech industries increases by one percentage point while the proportion of high-energy-consuming industries such as metallurgy, building materials, and chemicals decreases by one percentage point accordingly, the energy consumption per unit of GDP can be reduced by 1.3 percentage points accordingly. Therefore, to solve the energy conservation problem, it is necessary to first vigorously adjust and optimize the economic structure.
2. Energy conservation through technological progress. We have very great potential in this regard. For example, China's current average coal consumption per kilowatt-hour of thermal power generation is 22.5% higher than the international advanced level. If the coal consumption per kilowatt-hour decreases by 10 grams of standard coal, the country could save more than 20 million tons of standard coal annually. Another example is energy-saving lamps. China is the world's largest producer of energy-saving lamps, with production reaching 1.76 billion units in 2005, accounting for about 90% of the world's total production, but more than 70% of them are exported. If all existing ordinary incandescent lamps are replaced with energy-saving lamps, the country could save more than 60 billion kilowatt-hours of electricity annually. There are many such examples. To improve energy utilization efficiency and narrow the gap with the international advanced level, we must rely on technological progress and continuously enhance independent innovation capabilities.
3. Energy conservation through strengthening management. Currently, energy conservation management is a weak link in both the production and circulation sectors and the consumption sector, with energy waste and leakage still common. For example, the design efficiency of China's coal-fired industrial boilers is not much different from that of foreign countries, but the actual operating efficiency is only about 65%, which is 15–20 percentage points lower than the international advanced level. Through measures such as improving management and technological transformation, the potential for energy conservation in coal-fired boilers alone is as high as 70 million tons of coal. We must strengthen management, implement responsibility, strictly supervise, and establish a "clear goals, clear responsibility, clear rewards and punishments, and a tiered management and evaluation system" energy conservation management system. For enterprises that do not strengthen energy conservation management as required, we must rectify them within a specified period and make them public. Organize key energy-consuming enterprises to carry out benchmarking activities with advanced domestic and international peers to promote the improvement and advancement of energy conservation in enterprises. Key energy-consuming enterprises should have dedicated energy conservation management institutions, energy conservation management personnel, improve energy measurement instruments, original records, and basic ledgers, strengthen energy measurement and detection, and truthfully report energy statistics. A certain proportion of the enterprise's technological transformation funds should be specifically used for energy-saving technological transformation. We must focus on energy conservation in a thousand high-consumption enterprises to play a role. The National Development and Reform Commission has decomposed the energy conservation targets of the thousand enterprises into all regions and every enterprise. At this meeting, it has signed energy conservation target responsibility agreements with the governments of all provinces and relevant central enterprises, and will work with the National Bureau of Statistics to regularly publish the energy utilization status and energy conservation target completion of the thousand enterprises in the previous year, accepting public supervision. In accordance with the State Council's requirements for strengthening energy conservation work, provincial governments and relevant central enterprises must seriously fulfill the commitments of the energy conservation target responsibility agreements, strengthen energy conservation target responsibility and assessment.
4. Energy conservation through deepening reform. The prominent problem in the current institutional mechanisms promoting energy conservation is that there is no energy price formation mechanism that reflects the scarcity of resources, supply-demand relationships, and environmental costs, and effectively curbs unreasonable consumption and waste. There is no financial and tax policy system that encourages the production and use of energy-saving products and the development of energy-saving buildings. There is also no stable investment mechanism to support energy conservation and consumption reduction. Through deepening reform and improving policies, establishing a favorable institutional and policy system for energy conservation is an important task of current energy conservation work.
5. Energy conservation through strengthening the rule of law. Currently, energy conservation laws are not sound, legal enforcement subjects are not clear, and the phenomenon of not abiding by the law and enforcing the law strictly is still common. It is necessary to quickly elevate the energy conservation measures and beneficial experience formed in practice and reform to law, formulate and revise a number of laws and regulations, and further improve the energy conservation laws and regulations system and the relevant standards system. Strengthen legal popularization and law enforcement inspections, resolutely prevent and correct the phenomenon of not abiding by the law, not punishing violations, and not enforcing the law strictly, to create a good atmosphere of energy conservation according to law.
6. Energy conservation through public participation. Energy conservation is a major issue concerning the whole society and must mobilize the whole society to participate. Shanghai has calculated that if the air conditioning temperature is raised by 1 degree in summer, the city's 4.8 million households can reduce their electricity load by about 240,000 kilowatts per day. If all electrical appliances not in use during the day are unplugged, the city can further reduce its electricity load by about 75,000 kilowatts per day. In the past two years, we have advocated raising the air conditioning temperature in summer to 26 degrees, and the effect has been very significant. We must further enhance the public's awareness of the energy crisis and conservation, vigorously promote a healthy and civilized conservation culture, and form a social atmosphere where "conservation is glorious and waste is shameful."
III. Work hard and strive to do well in the next phase of energy conservation work
In accordance with the overall requirements and basic ideas of energy conservation work, to achieve this year's and the 11th Five-Year Plan's energy consumption reduction targets, the following ten aspects of work must be focused on.
(1) Implement the energy conservation target responsibility system and evaluation and assessment system
First, decompose and implement energy conservation targets. Yesterday, the 145th Executive Meeting of the State Council discussed and approved in principle the decomposition plan for the 11th Five-Year Period's energy consumption reduction targets per unit of GDP by region, which will be promulgated soon. Please ask all regions to decompose the energy consumption reduction targets per unit of GDP to local governments, cities, counties (industries), and key enterprises in the third quarter.
Second, implement the energy consumption target announcement system. The National Bureau of Statistics, the National Development and Reform Commission, and the National Energy Office will publish energy consumption per unit of GDP by region to the public every year; publish energy consumption per unit of GDP and industrial added value energy consumption by region every half year; and publish energy consumption and comprehensive energy consumption per unit of product of key energy-consuming enterprises every quarter. Provincial governments must also establish a GDP energy consumption announcement system in their regions in accordance with the requirements of the State Council. All relevant parties must regard the completion of energy consumption reduction targets as an important part of analyzing and monitoring the macroeconomic situation.
Third, improve the energy conservation performance assessment system. Integrate energy consumption indicators into the comprehensive evaluation and annual assessment systems of local economies and society, as a part of the assessment of the implementation of the Scientific Outlook on Development by leading bodies and cadres at all levels of local governments, and as an important part of the business performance assessment of leaders and cadres of large and medium-sized state-owned enterprises. The National Development and Reform Commission is working with relevant departments to quickly formulate specific implementation measures for the evaluation and assessment of the reduction target of energy consumption per unit of GDP.
(2) Vigorously promote structural adjustment
First, strengthen planning guidance. The State Council has decided that all regions and departments shall, according to the Outline of the 11th Five-Year Plan, take the binding target of energy consumption reduction as an important part of their 11th Five-Year Plan and relevant special plans, clarify tasks and measures; and formulate energy conservation plans for their regions and industries according to the national medium- and long-term energy conservation special plan.
Second, vigorously develop the tertiary industry and high-tech industries. Focus on specialized division of labor and improving social efficiency to actively develop the production service industry, people's needs and facilitate people's lives to upgrade the living service industry. Medium and large cities should give priority to the development of the service industry, and gradually form an industrial structure dominated by the service economy if conditions permit, and strive to improve the proportion of the service industry in the national economy. Adhere to the path of new industrialization, vigorously adjust the internal structure of the industry, accelerate the development of high-tech industries and equipment manufacturing, promote the upgrading of traditional industries, and increase the proportion of high-tech industries in the industry.
Third, strictly control the source of energy consumption growth. Seriously implement the series of policies and measures of the Central Committee to strengthen and improve macro-control, strictly control the start of new high-consumption projects. While continuing to manage well the two gates of land and credit, we must quickly study and formulate specific measures for the energy consumption assessment and review of fixed-asset investment projects, and take energy consumption standards as the mandatory threshold for project approval and approval, to curb the rapid growth of high-consumption industries. Currently, the supply-demand balance of electricity is tending to ease, and even local surplus has emerged, with some localities again considering the development of high-consumption industries. This must be firmly stopped to prevent a vicious cycle of "too much electricity supply and high-consumption industries" from emerging.
Fourth, accelerate the elimination of backward production capacity, technology, and equipment. Enterprises that do not eliminate backward production capacity on schedule shall be legally ordered to stop production or be closed down, production licenses and sewage discharge licenses shall be legally revoked, and power supply shall be stopped.
(3) Focus on energy conservation in key areas
Industry is currently the field with the largest potential for energy conservation and must focus on energy conservation in key high-consumption industries such as iron and steel, non-ferrous metals, coal, electricity, petroleum and chemical industry, chemical industry, and building materials. Buildings and transportation are currently the fields with the fastest growth in energy consumption and must be given high attention to energy conservation in these two major industries.
Energy conservation in buildings: Strictly implement energy-saving design standards, vigorously develop energy-saving and land-saving buildings, actively promote energy-saving of existing buildings, and widely use new wall materials.
Energy conservation in transportation: Accelerate the elimination of old and worn-out vehicles and ships, give priority to the development of public transportation, strictly implement the fuel consumption limit standards for passenger vehicles, limit the development of high-fuel-consumption vehicles, and encourage the development of energy-saving and environmentally friendly vehicles.
Commercial and civilian energy show a rapid growth trend and have great potential for energy conservation. High-efficiency energy-saving products, household appliances, lighting products, and office equipment should be widely used in public facilities, hotels, shopping malls, office buildings, various business places, and residential buildings. In rural areas, biogas for household use should be vigorously developed, and energy-saving and coal-saving stoves should be promoted.
To focus on energy conservation in key areas, the National Development and Reform Commission has worked with relevant departments to formulate and issue the "Implementation Opinions of the Ten Major Key Energy Conservation Projects of the 11th Five-Year Plan," which clarify the main tasks, policy measures, and responsible entities of the ten major energy conservation projects such as saving and replacing oil, cogeneration, waste heat utilization, building energy conservation, and green lighting. The National Development and Reform Commission will continue to work with relevant departments to support key energy conservation projects, demonstration projects, and the popularization of high-efficiency energy-saving products; study and formulate supporting policies and measures for the ten major key energy conservation projects; conduct inspections on the implementation of key projects by the end of the year; and further increase investment on the basis of the existing national bond fund scale.
All regions and relevant enterprises must also increase the implementation efforts, allocate supporting funds for the ten major key energy conservation projects, and strengthen supervision and inspection of the implementation of key projects.
(4) Focus on energy conservation management of key energy-consuming enterprises
Energy conservation departments at all levels must urge key energy-consuming enterprises to carry out energy audits, formulate energy conservation plans, establish energy conservation responsibility systems, improve energy conservation management systems, and implement energy conservation incentive measures; enterprises that do not strengthen energy conservation management as required must be rectified within a specified period and made public; organize key energy-consuming enterprises to carry out benchmarking activities with advanced domestic and international peers to promote the improvement and advancement of energy conservation in enterprises.
Key energy-consuming enterprises should have dedicated energy conservation management institutions, energy conservation management personnel, improve energy measurement instruments, original records, and basic ledgers, strengthen energy measurement and detection, and truthfully report energy statistics; a certain proportion of the enterprise's technological transformation funds should be specifically used for energy-saving technological transformation.
Focus on energy conservation in a thousand high-consumption enterprises to play a role.
(5) Improve the energy conservation guarantee mechanism
First, deepen energy price reform. Strengthen and improve electricity price management, establish a cost constraint mechanism, promote power generation enterprises to reduce costs and improve efficiency; improve the time-of-use electricity price system to guide users to use electricity reasonably and save electricity; continue to implement differential electricity prices and expand their implementation scope. Implement the comprehensive price adjustment plan for petroleum, gradually rationalize domestic refined oil prices. Continue to promote natural gas price reform, establish a price linkage and dynamic adjustment mechanism between natural gas and alternative energy. Comprehensively promote the marketization reform of coal prices. Study and formulate policies for adding charges for exceeding energy consumption limits. Actively promote the reform of urban heating systems, and as soon as possible implement the transformation of heating subsidies from "implicit" to "explicit," and accelerate the commercialization and monetization of heating. Strengthen heating measurement and promote the metering charging system based on heat consumption, and no longer charge based on area for those that have already implemented heating reform.
Second, increase energy conservation investment. Increase government investment to support the popularization of high-efficiency energy-saving technologies and products, major energy conservation technological transformation projects in key industries, major energy conservation demonstration projects, and the capacity building of energy conservation management, and give full play to the role of government funds to "use a little to move a lot," to promote and guide all parties to increase investment in energy conservation. Encourage enterprises to increase energy conservation and consumption reduction technological transformation through direct financing in the market and the use of loans from international financial organizations and foreign governments. Various financial institutions must give strong support to energy conservation projects in terms of credit.
Third, implement energy conservation tax preferential policies. The National Development and Reform Commission will work with relevant departments to quickly formulate the "Energy-Saving Product Catalog," and specific tax preferential policies will be studied and proposed by the Ministry of Finance and the State Administration of Taxation in conjunction with relevant departments for the production and use of products listed in the "Energy-Saving Product Catalog." Strictly implement the measures to control the export of high-energy-consumption, high-polluting, and resource-based products. Study and formulate fuel tax systems to promote energy conservation, as well as tax policies to control high-energy-consumption processing trade and suppress unreasonable energy consumption. According to the resource conditions and market changes, appropriately raise the collection standard of resource taxes.
(6) Strengthen the rule of law for energy conservation
First, improve the energy conservation laws and regulations and standards system. Accelerate the revision work of the "Energy Conservation Law," implement strict energy conservation management systems according to law, clarify legal enforcement subjects, strengthen policy incentives, and increase penalties. Study and formulate such as the "Administrative Regulations on Building Energy Conservation."
Second, accelerate the implementation of the mandatory energy efficiency labeling system. Expand the application of energy efficiency labels to household appliances, motors, automobiles, and buildings, establish a government supervision, social supervision, and enterprise credit mechanism, continuously improve the social awareness of energy efficiency labels, guide social consumption, and promote enterprises to accelerate the research and development of high-efficiency energy-saving products.
Third, increase energy conservation law enforcement supervision. Increase the supervision and inspection efforts of energy conservation work, focusing on inspections of the energy consumption of high-energy-consuming enterprises and public facilities, the energy consumption assessment and review of fixed-asset investment projects, the re-use of banned equipment, as well as the implementation of product energy efficiency standards and labels, building energy conservation design standards, and industry design specifications. Energy-consuming products that do not meet the minimum energy efficiency standards may not be put into production or sold. Buildings that do not meet the building energy conservation standards may not be started or sold. It is strictly forbidden to produce, sell, and use high-energy-consuming products that have been officially banned.
(7) Strengthen the construction of energy conservation management teams and basic work
First, strengthen the construction of energy conservation management teams. According to the spirit of the State Council decision, all levels of government must strengthen the energy conservation management forces, improve the energy conservation supervision system, and strengthen the supervision and daily inspection and monitoring of energy conservation work within their administrative regions. Fully play the role of provincial and major industry energy conservation monitoring centers to legally carry out energy conservation law enforcement, supervision, and monitoring.
Second, strengthen energy statistics and measurement management. Strengthen energy statistics,,,, a energy conservation statistics system that can reflect the energy consumption level, energy conservation target responsibility, and evaluation and assessment system of each region. Strengthen the review of the energy consumption per unit of domestic (regional) GDP, ensuring the accuracy and timeliness of the statistical data.
(8) Promote government agencies to lead in energy conservation
This year, the National Development and Reform Commission has worked with relevant departments to issue the "Notice on Strengthening the Conservation of Resources in Government Agencies," proposing tasks and measures for energy conservation in government agencies. Energy conservation in government agencies: First, it is necessary to adhere to the principle of saving first in the process of performing functions, and to thoroughly implement the concept and requirements of conserving resources in all aspects of the work.
Second, government employees must enhance awareness of the resource crisis, conservation, and responsibility, starting with themselves and every little thing, playing a leading role in energy conservation, and forming an agency culture that advocates thrift and reasonable consumption.
Third, focus on energy conservation of government buildings and heating, air conditioning, and lighting systems, as well as energy conservation of office equipment, to make full use of resources and reduce losses and waste.
(9) Increase the intensity of energy conservation publicity, education, and training
Actively organize various forms of energy conservation publicity activities, adopt different methods, widely publicize China's energy situation and the importance of energy conservation, promote energy-saving advanced models, expose waste behavior, guide reasonable consumption, and create a good atmosphere where "everyone talks about conservation, everything talks about conservation, and always talks about conservation."
Integrate energy conservation into the basic education, vocational education, higher education, and technical training systems. Pay attention to and strengthen the energy conservation education of a large number of workers, especially young workers, to help them master energy conservation knowledge and skills, and widely carry out energy conservation rationalization proposals.
Seriously carry out a series of science popularization publicity on energy conservation.
Take the annual National Energy Conservation Week activities as an opportunity to strengthen regular energy conservation publicity and training. This year, in the second half of the year, we should seize the opportunity of the theme publicity activities on implementing the Scientific Outlook on Development and building a resource-saving society to carry out extensive and in-depth energy conservation publicity, mobilize the whole society to conserve energy, advocate a healthy, civilized, frugal, and moderate consumption concept, use a saving-oriented consumption concept to guide the transformation of consumption patterns, and gradually form a resource-saving consumption model adapted to the national conditions.
In particular, advocate a conservation trend in the service industry and daily life consumption, making energy conservation a good habit and conscious action for every citizen.
(10) Strengthen the organizational leadership of energy conservation work
In accordance with the requirements of the State Council decision, provincial governments must take overall responsibility for energy conservation work in their regions, include energy conservation work in the important agenda of the government, with the main leaders personally leading, and establish corresponding coordination mechanisms, clarify the responsibilities and divisions of labor of relevant departments, and ensure that responsibilities, measures, and investment are in place. The National Development and Reform Commission will work with relevant departments to strengthen guidance, coordination, and supervision of energy conservation work according to their division of responsibilities. Relevant industry associations should assist the government in industry energy conservation management, technology promotion, publicity and training, information consultation, and industry statistics, and provide services for enterprises to carry out energy conservation work.
Comrades, doing a good job in energy conservation work is of great importance to the overall situation of economic and social development, and is also closely related to the tangible interests of the vast number of people. The responsibility is great, and the task is arduous. We must, under the leadership of General Secretary Hu Jintao of the Party Central Committee, fully implement the Scientific Outlook on Development, work together, work solidly, and strive to achieve the energy conservation goals for this year and the 11th Five-Year Plan.
