Features: With the rapid development of the national economy, society's demand for flood control safety has been increasing. Flood control material reserves have become a fundamental condition for ensuring flood safety. For many years, flood control departments at various levels of government and river basin agencies have been exploring appropriate flood control material reserve quotas for their regions, determining which materials to reserve for different types of flood control projects and how to determine the quantities. There is an urgent need for a unified standard to provide guidance. To this end, the Office of the National Flood Control and Drought Relief Commission organized the compilation of the "Technical Regulations for the Preparation of Flood Control Material Reserve Quotas." This regulation consists of 6 chapters and 38 articles, mainly covering the quota composition of flood control materials required for the four major types of flood control projects: embankments, reservoir dams, culverts (pumps), and flood storage areas. Based on the actual conditions of flood control projects, this regulation adheres to the principle of meeting the urgent need for reserved materials for flood control and emergency response while avoiding waste caused by excessive reserves. Therefore, it only addresses the determination of quotas for commonly used flood control and emergency response materials, excluding those rarely used in flood control and large-scale machinery and equipment.
