Weber believed that only legal power could serve as the foundation of an administrative organization system, with its fundamental characteristic being the provision of deliberate fairness. The reason is: the continuity of management requires that activities be conducted in an orderly manner, providing a rational basis for merit-based selection methods. Leaders' power is not unlimited and should be constrained. For economic organizations, the foundation should be reasonable and legal power to ensure the continuity and long-term operational goals of the organization. Meanwhile, rules and regulations are the guarantee for the organization's sound operation and the foundation of legitimate power within the organization. So, what exactly is the content of legal power? Weber provided an extremely detailed standard, believing that legal power should possess the following characteristics: a continuous organization that exercises formal functions according to rules, with a clear scope of authority. Administrative agencies organized in this way are called administrative agencies, which exist not only in large private enterprises but also in the military and government. Administrative agencies are organized according to the principle of hierarchy, meaning that each subordinate agency is under the supervision of the higher-level agency. From bottom to top, there is the right to appeal and express dissatisfaction. The guidelines for an agency's behavior can be technical rules or principles. Regardless of which type, specialized training is required to fully and reasonably utilize them. Therefore, generally speaking, only those with specialized training are qualified for this role.
