Features: Against the backdrop of economic globalization and the increasing importance of knowledge and technology, the clustering growth of traditional industry-based small and medium-sized enterprises has become a highlight in China's economic development. This paper is based on the current state of clustering development among small and medium-sized enterprises in China's traditional industries, exploring the evolutionary mechanisms of their formation, growth, competitive advantage cultivation, and risk management. The entire paper employs relevant theoretical knowledge from economics, systems science, management, and sociology, combined with typical cases, using methods such as case analysis, systems dynamics analysis, and comparative analysis to attempt to reveal the evolutionary mechanisms of traditional industry-based small and medium-sized enterprise clusters. It also proposes governance countermeasures and suggestions for addressing the current issues faced by these clusters in China. The paper is divided into nine chapters:
Chapter 1: Reviews the literature on cluster formation, growth, and competitive advantages in cluster research, and elaborates on the industrial structure theory, comparative advantage theory, and competitive advantage theory that serve as the basis for this study.
Chapter 2: Reviews and summarizes the history and contributions of China's traditional industry development, then analyzes the current status and challenges of traditional industry development, pointing out the future direction of China's traditional industry development.
Chapter 3: Defines the concept, characteristics, and development implications of traditional industry-based small and medium-sized enterprise clusters, briefly analyzes the stages of development of these clusters based on the industry life cycle theory, and finally analyzes the current state and challenges of their development in China.
Chapter 4: Analyzes the factors influencing cluster formation from both the macro-industrial level and the micro-enterprise level. It focuses on the driving mechanisms of cluster formation, examining the principles of agglomeration effects, entrepreneurship, competition and cooperation mechanisms, imitation and learning mechanisms, and network mechanisms. It concludes with case analyses of cluster formation in coastal and central regions.
Chapter 5: Primarily analyzes the mechanisms of cluster learning, technological innovation, competition, and cooperation in cluster growth, with a focus on theoretical and case-based analysis of the cost path, market path, government path, and technological innovation path of traditional industry-based small and medium-sized enterprise clusters.
Chapter 6: First analyzes the sources of competitive advantages in traditional industry-based small and medium-sized enterprise clusters:
(1) Exogenous comparative advantage theory suggests that low-skilled labor-intensive industries remain China's most competitive sectors at present.
(2) Endogenous comparative advantage theory argues that traditional industries should develop on the basis of exogenous comparative advantages, combined with endogenous advantages such as institutional improvements and organizational experiments.
(3) Combining economic principles from the resource-based view theory, it analyzes the sources of competitive advantages of enterprises within the cluster—the creation of various economic rents. The focus of this chapter is to use the economics of division of labor and specialization, combined with systems dynamics principles, to create system models to analyze the formation mechanisms of cluster advantages. These mechanisms include:
- Competition and cooperation mechanisms between different levels within the cluster creating a system model for cluster advantage.
- Competition and cooperation mechanisms between enterprises at the same level within the cluster creating a system model for cluster advantage.
- Vertical integration of enterprises within the cluster creating a system model for cluster advantage.
- Innovation-driven effects of cluster enterprises creating a system model for cluster advantage, etc.
Chapter 7: Summarizes domestic and international theories on cluster risk research, defines the concept of traditional industry-based small and medium-sized enterprise cluster risks, and classifies risks from the national, cluster, and enterprise levels. It analyzes the manifestations, causes, and avoidance measures of risks at the national level (cyclical risks, structural risks, international trade barriers risks), cluster level (network risks, organizational risks, cluster brand risks, excessive competition risks), and enterprise level (core rigidity risks, financing risks, asset specificity risks). It also establishes system models such as the path dependence system model of the cluster, the excessive competition system model, and the resource dependence system model of enterprises within the cluster. Finally, it provides case analyses of the shoe industry cluster avoiding quality and brand risks, as well as the lighter industry cluster addressing international trade risks.
Chapter 8: Conducts a comparative analysis of the development models of traditional industry-based small and medium-sized enterprise clusters in Italy (a typical market-dominant enterprise cluster) and Japan (a typical government-supported enterprise cluster). It also compares the endogenous cluster development model in Zhejiang with the foreign-embedded cluster model in Guangdong, offering valuable experiences and insights for the development of traditional industry-based small and medium-sized enterprise clusters, while also revealing the problems in their development in China.
Chapter 9: Addresses the issues revealed in Chapter 8 from the perspectives of industries, clusters, and enterprises, proposing governance suggestions and countermeasure frameworks from both government and enterprise perspectives.
The innovations of this paper lie in:
First, the paper pioneers a comprehensive and systematic study of the evolutionary patterns of small and medium-sized enterprise clusters from the perspective of the industrial attributes and characteristics of traditional industries. It focuses on analyzing the principles of cluster formation, growth, competitive advantage cultivation, and risk management through internal driving mechanisms, and proposes governance countermeasures for the problems encountered in cluster development. This is the innovation of this study.
Second, the paper employs systems dynamics methods to research cluster issues. Previous research methods on clusters have included mathematical analysis, game theory, and graph analysis, but the use of systems dynamics and the establishment of corresponding system models is an innovation in methodology. In the analysis of the three major mechanisms at the cluster level forming competitive advantages, the paper extensively uses system model analysis, establishing multiple system models for cluster development. This is an innovation in cluster research methodology.
Additionally, the paper comprehensively studies how traditional industry-based small and medium-sized enterprise clusters can effectively manage risks and achieve sustainable development from the perspective of cluster risk research. It classifies the risks of traditional industry-based small and medium-sized enterprise clusters into risks at the national macro-level and industry level, cluster level, and enterprise level, and conducts research on the implications, causes, and avoidance measures of risks at these three levels. This is an innovation in the content of the paper.
