At the end of 2000, the Ministry of Finance officially released the "Enterprise Accounting System," requiring it to be temporarily implemented in the scope of joint-stock companies starting from January 1, 2001. Later, the Ministry of Finance issued a special document to expand the scope of implementation of this system, stipulating that other enterprises could also implement it first, and state-owned enterprises could implement it after obtaining approval from the same-level financial department. It can be said that the release and implementation of the new accounting system marked the beginning of another round of accounting reforms in China since the implementation of the "Two Principles and Two Systems" on July 1, 1993. This accounting reform aims to break the boundaries of industry, ownership, organizational methods, and business models, accelerate alignment with international accounting practices, and establish a unified national accounting system that meets the needs of the market economy. This reform is of great significance for improving the quality of China's accounting information and standardizing accounting practices.
