Chapter 1 analyzes the costs of China's economic development, discussing the relationship between the scientific development concept and correct performance concept, as well as between the correct performance concept and government performance evaluation. In Chapter 2, the author focuses on the connotations, functions, and main factors influencing government performance evaluation errors, and proposes the research framework and content of this monograph.
Chapters 3, 4, and 5 provide an in-depth introduction to the background, evaluation subjects, evaluation content, evaluation indicators, and evaluation methods of government performance evaluation in foreign countries. Chapter 6 comprehensively examines China's government performance evaluation practices, including economic responsibility audits of Party and government leaders, target responsibility assessment, citizen evaluations of government performance, and public sector performance evaluation. It analyzes the current government performance evaluation indicators in China and their main shortcomings.
Chapter 7 clearly defines the concept of government performance. It selects 66 evaluation indicators to form a theoretical evaluation index system for government performance. Using methods such as membership analysis, correlation analysis, and discriminant analysis, it conducts multi-dimensional empirical screening of the theoretical indicators, constructs a government performance evaluation system including 37 indicators, and performs reliability and validity testing.
Chapter 8 provides a detailed discussion on the advantages and disadvantages of three main statistical methods—principal component analysis, hierarchical analysis, and data envelopment analysis. Through case studies, it illustrates the application methods and implementation steps of these three methods in government performance evaluation.
Chapter 9 discusses the characteristics and shortcomings of different evaluation subjects, such as superiors, self-evaluation, peer evaluation, subordinates, customer evaluation, and expert evaluation. It systematically analyzes psychological errors that evaluation subjects may encounter during the performance evaluation process, including first impression effect, recency effect, halo effect, conformity effect, emotional effect, stereotyping effect, logic effect, leniency tendency, strictness tendency, and central tendency. It also discusses effective measures to avoid and reduce these psychological errors.
Chapter 10 conducts an in-depth analysis of the government performance audit levels in countries such as the United States, the United Kingdom, France, Australia, Sweden, and South Korea.
Chapter 11 comprehensively analyzes the current status and experiences of government performance evaluation legalization abroad, explores the significance of government performance evaluation legalization in China, and proposes five legislative principles: the principle of government responsibility, the principle of public satisfaction, the principle of democracy, the principle of transparency, and the principle of science. It constructs the content of government performance evaluation in China, including evaluation subjects, evaluation indicators, evaluation levels, evaluation reports, the disclosure and use of evaluation results, legal liability mechanisms for evaluation, and appeal systems for evaluation.
