1. The "Estimate Quota for Installation Engineering of Water Conservancy and Hydropower Equipment" serves as the basis for preparing design estimates and is primarily applicable to new construction and expansion of medium and large-sized water conservancy equipment installation projects.
2. This quota includes eleven chapters and an appendix, covering turbine installation, hydrogenerator installation, large pump installation, intake valve installation, installation of auxiliary hydraulic machinery, electrical equipment installation, substation equipment installation, communication equipment installation, hoisting equipment installation, gate installation, and fabrication and installation of pressure steel pipes.
3. This quota adopts two forms of quota presentation: physical quantity quota and installation rate quota. The quota includes direct costs for equipment installation and the installation of major installed materials constituting the project. Other direct costs, on-site expenses, indirect costs, enterprise profits, and business taxes (three taxes) in the installation engineering unit price shall be calculated separately in accordance with relevant regulations.
4. Physical quantity quota.
5. Installation rate quota.
6. This quota is based on an eight-hour workday system for construction. The labor and machinery quotas include all operational time for basic work, auxiliary work, preparation and completion, unavoidable interruptions, necessary rest periods, engineering inspections, shift handovers, on-site work disturbances, night work efficiency impacts, minor maintenance and refueling of commonly used tools, and adding water and fuel.
7. In addition to the descriptions in each chapter, this quota also includes the following work contents and expenses:
1. Unpacking, inspection, cleaning, oil filtering, oil degreasing, painting, and spraying before and after equipment installation.
2. Equipment transportation within the installation site.
3. Installation of pipelines and components supplied with the equipment.
4. Individual equipment commissioning, water pressure testing of pipes and tanks, welding, and quality inspection.
5. Erection and dismantling of temporary construction facilities and the amortization of materials and specialized tools.
6. Construction preparation and on-site cleanup after completion.
7. Maintenance, repair, and adjustment of equipment before final acceptance and production.
8. This quota excludes the following work contents and expenses:
1. Work related to equipment manufacturing quality certification and reinspection of material quality.
2. Zinc plating, galvanizing, and special treatment requirements for equipment and components; costs for applying fireproof materials to cables after laying and filling fireproof plugs for reserved holes due to fire safety needs.
3. Construction lighting costs.
4. Costs for handling equipment defects and missing parts attributable to the manufacturer.
5. Assembly work on-site due to limitations in equipment transportation conditions or other reasons beyond the manufacturer's scope.
9. Classification of equipment and materials.
10. Quotas for sub-items are divided by equipment weight. If the weight of the equipment being calculated falls between two sub-items of the same type, the installation cost can be calculated using the interpolation method.
11. This quota is applicable to projects in areas with an altitude of less than 2,000 meters. For areas above 2,000 meters in altitude, the labor and machinery quotas should be adjusted by the coefficient in Table 0-1.
12. When using this quota, adjustments are not made for factors such as different regions, construction enterprises, levels of mechanization, and construction methods unless specified.
13. When calculating the budget quantity of installed materials, the operational loss rate listed in Table 0-2 should be added to account for operational losses.
