Features: To strengthen the guiding role of industrial restructuring, industrial and industry planning has intensified research efforts in six key areas and proposed clear guidance:
First, strengthen the analysis of domestic and international market environments, determining the focus of industry development and restructuring based on market demand.
Second, develop high-tech industries and use high-tech and advanced applicable technologies to transform and upgrade traditional industries, promote the application of information technology in manufacturing, accelerate the informatization of enterprise management, and improve the overall quality and competitiveness of the industry.
Third, intensify the restructuring and transformation of enterprises, focusing on cultivating a group of large companies and enterprise groups with independent intellectual property rights, prominent main businesses, and strong core competitiveness.
Fourth, adhere to the path of sustainable development, placing resource conservation and environmental protection in a prominent strategic position. Actively promote industrial water and oil-saving technologies; improve the comprehensive utilization of resources; vigorously promote clean production processes; and fully utilize both resources to ensure resource supply.
Fifth, strengthen the integration of production and technology. When determining the focus of industry development, correspondingly propose major basic and common technologies and key technologies that restrict industry development, concentrate efforts to organize breakthroughs, accelerate promotion and application, and achieve the goal of transforming and upgrading traditional industries with high technology.
Sixth, based on the clear development priorities and industrial restructuring direction of the 10th Five-Year Plan, propose corresponding policy measures.
