Features: In 1996, the National Natural Science Foundation of China decided to elevate the Management Science Group to the Management Science Division and appointed me as the concurrent director of the Division based on recommendations from peer experts. At the Management Science Discipline Development Symposium held upon the establishment of the Division, I expressed my deep awareness of my limited knowledge and the difficulty of taking on this responsibility. However, in order to promote the development of management science in China, I reluctantly accepted the appointment. Over the past five and a half years, with the support of leaders and colleagues within the foundation, and through the collective efforts of scholars and experts in the field of management science, the work of the Management Science Division has made some progress, one of which is the establishment of the Emergency Research Fund.
To quickly respond to major management issues in the economic, technological, and social development that have drawn the attention of the Party Central Committee and the State Council, and to provide timely policy recommendations for high-level scientific decision-making by the Party and government, the National Natural Science Foundation of China established the Emergency Research Fund for Management Science in 1996. This fund is used to support research on important and comprehensive issues urgently needed in the high-level macro-management and development strategies of the country, as well as related "hot spots" and "difficulties" in economic, technological, and social development.
From the perspective of management science, studying the issues of concern to national leaders and the public, as well as those that experts worry about and urgently need to be addressed, is the key to the establishment of emergency research projects. Exploring the theoretical foundation, evaluating international experiences, refining the overall framework, and analyzing implementation challenges are the key tasks of emergency research. Efficiency, fairness, and justice are the principles for selecting teams for emergency research. The purpose of emergency research is to safeguard the construction of the socialist market economy system and China's reform and development.
