Features: The preparation for the legislation of private education began at the end of 1996, and currently, the National People's Congress is studying the key and difficult issues of private education legislation. To support the formulation of this law, the "National Symposium on the Development of Private Education" was held in Shanghai from June 8 to 10, 2000, organized by the Office of the National Education Science Planning Leading Group, the Shanghai Academy of Educational Sciences, and the Putuo District People's Government of Shanghai. Diverse participants engaged in in-depth discussions on why private education needs legislation, the relationship between public and private schools, how to divide the property rights of private schools, how to set charging standards, and the scale of investment returns. This book collects the speeches of the participants, forming four "Dialogues," aiming to reflect various viewpoints vividly, intuitively, and comprehensively in a (recorded) format through a series of thematic discussions, recreating the atmosphere of debate in the conference, and highlighting key points with a special format. Additionally, selected papers submitted by participants are compiled into "Special Articles." To help readers understand the history of establishing regulations and systems for private education in China, this book also compiles important regulations and major legislative activities related to private education at the end, forming a "Chronicle of Private Education Policy and Regulations."
