Features: On August 1993, the State Council formulated and promulgated the "Provisional Regulations on Civil Servants," establishing and implementing the civil service system in various national administrative organs at all levels, and referring to it for trial implementation in Party organs, people's congress organs, political consultative conference organs, as well as in democratic parties, mass organizations, and other agencies. Over the past decade, the implementation of the civil service system has promoted the scientific, institutionalized, and democratic management of personnel in government agencies, and it is widely recognized by all sectors of society as a successful reform. Meanwhile, over the decade since the promulgation of the provisional regulations, significant changes have occurred in China's economic, political, and social spheres, and reforms in personnel management have been continuously deepened, accumulating rich experience and achieving many new results, which need to be further summarized and improved through legislation. On April 27, 2005, the 15th session of the Standing Committee of the 10th National People's Congress the "Civil Servants Law of the People's Republic of China," which is the comprehensive law in the field of personnel management in China. It is of great significance for regulating the management of civil servants, safeguarding their legitimate rights and interests, strengthening supervision over civil servants, building a high-quality civil servant team, promoting diligence and integrity, and improving work efficiency. To facilitate the study, publicity, and implementation of the Civil Servants Law, relevant colleagues who participated in the legislative work of the Civil Servants Law compiled this interpretation of the Civil Servants Law. The book is edited by Yang Jingyu and Li Fei. The specific writing responsibilities are as follows: Xu Anbiao, , and Chapter 12; Chen Xiwen, Chapters 2, 5, and 8; Huang Yufei, Chapters 4 and 10; Chen Sixi, Chapter 6; Huang Wei, Chapter 7; Li Honglei, Chapter 9; Tong Weidong, Chapter 13; Liu Mei, Chapter 15; Wu Zeng, Chapters 16, 17, and 18. Wu Zeng and Li Honglei, Chapter 3; Wu Zeng and Huang Huihua, Chapter 11; Wang Yang and Chen Xiwen, Chapter 14. Chen Xiwen collected and organized relevant materials. After completion, Xu Anbiao compiled the manuscript, which was then reviewed and finalized by Yang Jingyu and Li Fei. During the writing process, we strove to explain and interpret the theories and meanings contained in the provisions based on the original intent of the legislation, the legislative background, and the theory and practice of the civil service system, in order to benefit the study, understanding, and implementation of this law.
