Features: To implement the "Environmental Protection Law of the People's Republic of China" and the "Management Measures for the Environmental Administration of New Chemical Substances," to standardize chemical testing work, protect human health, and safeguard the ecological environment, this standard has been formulated. This standard specifies the testing requirements for the inherent properties of chemicals in four aspects: physicochemical characteristics, biological system effects, degradation and accumulation, and health effects. This standard is primarily based on the framework and content of the chemical testing guidelines of the Organization for Economic Cooperation and Development (OECD). For the environmental management declaration of new chemical substances, testing should be conducted according to the methods specified in this standard, and test data should be submitted. For the hazard and safety assessment of existing chemical substances, testing should be conducted according to the methods specified in this standard. Environmental monitoring can refer to the methods specified in this standard. The appendices of this standard are informative. This standard was proposed by the Science and Technology Standards Department of the State Environmental Protection Administration. The drafting units of this standard are: the Chemical Registration Center of the State Environmental Protection Administration, the Research Institute of Environmental Science, Chinese Academy of Sciences, the Medical Center of Peking University, the Beijing Chemical Research Institute, and the Second Military Medical University. This standard was approved by the State Environmental Protection Administration on April 13, 2004. This is the first issuance of the standard, and it will take effect on June 1, 2004. The State Environmental Protection Administration is responsible for interpreting this standard.
