Features: To implement the "Environmental Protection Law of the People's Republic of China," the "Regulations for Environmental Protection Administration of Construction Projects," and the "Technical Guidelines for Environmental Impact Assessment," this standard has been formulated. Based on the "Technical Guidelines for Environmental Impact Assessment" (HJ/T2.1-2.3-1993, HJ/T2.4-1995, HJ/T19-1997), this standard supplements and specifies the guidelines in accordance with the characteristics of petrochemical construction projects, thereby defining the content of environmental impact assessment for petrochemical construction projects. Appendices A, B, C, and D of this standard are part of the standard, while Appendix E is a supplementary appendix. This standard was proposed by the Science and Technology Standards Department of the State Environmental Protection Administration. The drafting units of this standard are: the Safety and Environmental Protection Bureau of Sinopec Group, the Fushun Petrochemical Research Institute of Sinopec, the Luoyang Petrochemical Engineering Company of Sinopec, and the Sinopec Engineering Company. This standard shall come into effect on April 1, 2003. This standard is interpreted by the State Environmental Protection Administration.
