Features: To implement the "Environmental Protection Law of the People's Republic of China" and the "Marine Environmental Protection Law of the People's Republic of China," standardize the planning, design, construction, and operation management of wastewater marine disposal projects, ensure the reasonable use of the ocean's natural purification capacity while preventing and controlling marine pollution, protect marine resources, maintain the sustainable use of the ocean, preserve the ecological balance of the ocean, and safeguard human health, this standard has been formulated. This standard specifies the emission concentration limits of major water pollutants in wastewater marine disposal projects, initial dilution factors, mixing zone ranges, and other general provisions. The content of this standard (including the implementation date) is equivalent to the "Pollution Control Standard for Wastewater Marine Disposal Projects" (GWKB4-2000) issued by the State Environmental Protection Administration on February 29, 2000. It replaces GWKB4-2000 upon the implementation of this standard. The "Standard for Ground Environment Quality" (GB3838-1988) is currently being revised. Before the revised version of GB3838-1988 is released, this standard temporarily adopts the "Standard for Surface Water Environment" (GHZB1-1999) as the referenced standard. This standard is interpreted by the State Environmental Protection Administration.
