Features: The "Forced Implementation Provisions of Engineering Construction Standards" is a supplementary document to the No. 279 Decree of the State Council issued on January 2000, titled "Regulations on Quality Management of Construction Projects." It serves as the basis for all parties involved in construction activities to implement forced standards and for government and other institutions to supervise their implementation. The No. 279 Decree of the State Council stipulates the quality responsibilities and obligations of construction units, investigation units, design units, construction units, and engineering supervision units, clarifies the legal status and main tasks of government quality supervision, and emphasizes the strict implementation of engineering construction forced standards in multiple places, while also adopting penalties for violations of the regulations. This provides a strong legal means to address current quality issues in construction projects. However, in China's current national and industry engineering construction standards, there are nearly 2,000 forced standards. Moreover, in addition to forced provisions, these standards also include many recommended provisions, which creates certain difficulties in implementing the provisions of the No. 279 Decree regarding the implementation of forced standards. The "Forced Implementation Provisions of Engineering Construction Standards" compiles the mandatory provisions that must be strictly implemented in an excerpted manner, thereby providing a foundation for executing the No. 279 Decree. The compilation and release of the "Forced Implementation Provisions of Engineering Construction Standards" also create preliminary conditions for the current system of China's engineering construction standards to transition from "Forced Technical Regulations—Recommended Technical Standards" to align with international practices. After the release of the "Forced Implementation Provisions of Engineering Construction Standards," the current standards that have been excerpted remain effective. Additionally, the provision numbers adopted by the former are identical to those of the latter, allowing for mutual reference.
