In the era of revolutionary war, Comrade Mao Zedong taught us that the goal of revolution was to establish "clean governance." In the new era of reform and opening up and modernization, Comrade Deng Xiaoping emphasized that regarding corruption, "if our Party does not pay serious attention and resolutely curb this trend, our Party and State may indeed face the question of whether we will 'lose our way.' This is not alarmist talk." Comrade Jiang Zemin pointed out, "If we do not solve the problem of anti-corruption and integrity, reform, development, and stability will lack strong political guarantees, the Party and government will seriously alienate the masses, and there will be the danger of the Party and State collapsing." In the new century and new stage, the new central leadership collective with Comrade Hu Jintao at its core attaches great importance to anti-corruption and integrity work, clearly proposing to adhere to the requirements of "serving the people, being pragmatic, and being clean," rely on the broad masses of the people, and firmly advance Party discipline and anti-corruption struggles, continuously enhancing the ability of Party members and cadres, especially leaders at all levels, to resist corruption and risks. Anti-corruption and integrity work depend not only on education but also on systems. The issue of systems is fundamental, comprehensive, stable, and long-term. China is in a period of profound social transformation marked by deepening reform, institutional restructuring, and structural adjustment. Objectively, there are fertile ground and conditions for corruption, and corrupt phenomena are prone to occur in certain sectors. Therefore, to carry out in-depth Party discipline and anti-corruption struggles, it is necessary to adhere to a comprehensive approach that addresses both symptoms and root causes, implement punishment and prevention in parallel while emphasizing prevention, maintain a strong momentum in investigating disciplinary and illegal cases, focus on cracking down on the abuse of power and self-enrichment by leaders, while actively advancing institutional and system reforms, establishing and improving new systems that prevent corruption, and gradually eradicating the soil that breeds corruption. The 16th National Congress pointed out: "Strengthen education, develop democracy, improve the legal system, enhance supervision, innovate systems, and integrate anti-corruption into all important policies and measures to prevent and solve corruption at the source." The Third Plenary Session of the 16th Central Committee proposed to "establish and improve a punitive and preventive anti-corruption system that emphasizes education, systems, and supervision and is adapted to the socialist market economy system." In accordance with the requirements of the Party Central Committee and the State Council, the recent Central Commission for Discipline Inspection plenary sessions and the State Council Anti-Corruption Work Conference have explicitly proposed further advancing reforms in administrative approval, financial management, investment, personnel management, and finance, strictly enforcing systems for construction project bidding, the auction and listing of commercial land use rights, property transactions in the market, and government procurement, establishing and improving a social credit system, and conducting in-depth openness of government affairs, factory affairs, and village affairs. The proposal of these major reforms and institutional development measures reflects our Party's deeper understanding of the laws governing anti-corruption under the socialist market economy. With the joint efforts of the entire Party and society, as the deployment and measures for anti-corruption are implemented, it will certainly be possible to effectively curb and prevent corruption, reducing negative corrupt phenomena to the minimum extent. We must have full confidence in this. Relevant central departments have leveraged their functional advantages and professional expertise to write this series of books, which will help Party members and cadres, especially those in discipline inspection and anti-corruption work, better learn and master relevant professional knowledge. It will also help all sectors of society fully understand, support, and participate in anti-corruption and integrity work, which is a meaningful endeavor.
