Our Party has always been a good Party dedicated to serving the people wholeheartedly. Since its inception, it has attached great importance to the fight against corruption and integrity. During the revolutionary war years, Comrade Mao Zedong taught us that the goal of revolution was to establish "clean governance." In the new era of reform and opening up and modernization, Comrade Deng Xiaoping emphasized that if our Party did not pay serious attention to the issue of corruption and resolutely curb this trend, our Party and State would indeed face the risk of "changing its nature." This is not alarmist rhetoric. Comrade Jiang Zemin pointed out, "If we fail to solve the problem of anti-corruption and integrity, reform, development, and stability will lack strong political guarantees, the Party and government will seriously alienate the masses, and there will be the danger of the Party and State collapsing." In the new century and new stage, the new central leadership collective with Comrade Hu Jintao at its core has placed great importance on the fight against corruption and integrity, clearly proposing to adhere to the requirements of "serving the people, being pragmatic, and being clean," rely on the broad masses of the people, and unswervingly advance the construction of integrity in Party conduct and the fight against corruption, continuously enhancing the ability of Party members and cadres, especially leaders at all levels, to resist corruption, prevent corruption, and withstand risks. The fight against corruption and integrity requires both education and systems. The issue of systems is fundamental, comprehensive, stable, and long-term. China is currently in a period of profound social transformation marked by deepening reform, institutional restructuring, and structural adjustment. Objectively, there are fertile ground and conditions for corruption to thrive, and corrupt phenomena are prone to occur in certain sectors. Therefore, to thoroughly advance the construction of integrity in Party conduct and the fight against corruption, it is essential to adhere to a comprehensive approach that addresses both symptoms and root causes, implement both punishment and prevention, and focus on prevention. While maintaining a strong momentum in investigating and handling disciplinary and illegal cases, with a focus on cracking down on the abuse of power and profiteering by leaders, it is also necessary to actively promote institutional and system reforms, establish and improve new systems that prevent corruption, and gradually eradicate the soil that breeds corruption. The 16th National Congress pointed out: "Strengthen education, develop democracy, improve the legal system, enhance supervision, innovate systems, and integrate the fight against corruption into all important policies and measures to prevent and solve corruption at the source." The Third Plenary Session of the 16th Central Committee proposed: "Establish and improve a comprehensive anti-corruption system that emphasizes education, systems, and supervision, and is adapted to the socialist market economy system." In accordance with the requirements of the Party Central Committee and the State Council, the plenary sessions of the Central Commission for Discipline Inspection and the anti-corruption meetings of the State Council have, in recent years, explicitly proposed further advancing reforms in administrative approval, financial management, investment, personnel management, and the financial sector, strictly enforcing systems such as construction project bidding, the auction and listing of commercial land use rights, property rights transactions in the market, and government procurement, establishing and improving a social credit system, and conducting in-depth efforts in government affairs openness, factory affairs openness, and village affairs openness. The proposal of these major reforms and institutional development measures reflects our Party's deeper understanding of the laws governing the fight against corruption under the socialist market economy. With the joint efforts of the entire Party and society, as the implementation of all anti-corruption measures progresses, it will certainly be possible to effectively curb and prevent corruption, reducing negative and corrupt phenomena to the minimum extent possible. We must have full confidence in this. The relevant central departments have leveraged their functional advantages and professional expertise to compile this series of books, which will help Party members and cadres, especially those in discipline inspection and anti-corruption work, better learn and master relevant professional knowledge. It will also help all sectors of society to fully understand, support, and participate in the fight against corruption and integrity, which is a meaningful endeavor.
