Our Party, dedicated to serving the people wholeheartedly, has always attached great importance to the fight against corruption since its inception. During the revolutionary war era, Comrade Mao Zedong taught us that the goal of revolution was to establish "clean governance." In the new era of reform and modernization, Comrade Deng Xiaoping emphasized that if our Party did not take the issue of corruption seriously and decisively curb it, our nation and Party would indeed face the risk of "changing their face." This was not alarmist rhetoric. Comrade Jiang Zemin pointed out, "If we fail to resolve the issue of anti-corruption and integrity-building, reform, development, and stability will lack strong political guarantees, the Party and government will severely alienate the people, and there will be the danger of the Party and state collapsing."
Entering the new century and a new stage, the new central leadership collective with Comrade Hu Jintao at its core has placed great importance on the fight against corruption and integrity-building. It has clearly proposed to adhere to the requirements of "serving the people, being pragmatic, and being clean," relying on the broad masses of the people, and firmly advancing integrity-building and anti-corruption struggles, continuously enhancing the ability of Party members and cadres, especially leaders at all levels, to resist corruption and risks.
Combating corruption requires both education and institutional measures. Institutional issues are fundamental, comprehensive, stable, and long-term. China is currently undergoing profound social changes, including deepening reforms, transitioning its systems, and restructuring its economy. Objectively, there are fertile ground and conditions for corruption, and corrupt phenomena are prone to occur in certain sectors. Therefore, to conduct in-depth integrity-building and anti-corruption struggles, we must adhere to both root and branch solutions, adopt a comprehensive approach to punishment and prevention, focus on prevention, maintain a strong momentum in investigating disciplinary and illegal cases, and prioritize the investigation of leaders who abuse power and seek personal gain. At the same time, we must actively promote institutional and system reforms, establish new systems conducive to preventing corruption, and gradually eradicate the soil that breeds corruption.
The 16th National Congress pointed out: "Strengthen education, develop democracy, improve the legal system, enhance supervision, innovate systems, and embed anti-corruption in all major policies to prevent and solve corruption at its source." The Third Plenary Session of the 16th Party Congress proposed to "establish a comprehensive system of punishment and prevention of corruption that aligns with the socialist market economy, emphasizing education, institutions, and supervision."
In line with the requirements of the Party Central Committee and the State Council, the recent plenary sessions of the Central Commission for Discipline Inspection and anti-corruption work conferences have explicitly proposed further advancing reforms in administrative approval, financial management, investment, personnel management, and finance. They emphasized strict adherence to systems such as construction project bidding, the auction and listing of commercial land use rights, property transactions in the market, and government procurement, as well as establishing a social credit system. They also called for in-depth efforts in government affairs openness, enterprise affairs openness, and village affairs openness.
The proposal of these major reforms and institutional measures reflects our Party's deeper understanding of the laws governing anti-corruption under the socialist market economy. With the collective efforts of the entire Party and society, as the deployment and implementation of anti-corruption measures progress, we will be able to effectively curb and prevent corruption, reducing negative and corrupt phenomena to the minimum extent possible. We must have full confidence in this.
