These issues are crucial to in-depth efforts in promoting Party integrity and combating corruption, as well as significant challenges to building a sound socialist market economy and developing socialist democracy. Our Party, which is committed to serving the people wholeheartedly, has always attached great importance to the fight against corruption since its inception. During the revolutionary war era, Comrade Mao Zedong taught us that the goal of revolution was to establish "clean governance." In the new era of reform and modernization, Comrade Deng Xiaoping emphasized that corruption was a serious issue: "If our Party does not pay serious attention and resolutely curb this trend, our state and Party may indeed face the question of whether we will 'lose our way.' This is no exaggeration." Comrade Jiang Zemin pointed out, "If we fail to resolve the issue of anti-corruption and integrity-building, reform, development, and stability will lack strong political guarantees, the Party and government will severely alienate the people, and there will be the danger of the Party and state collapsing." In the new century and new stage, the new central leadership collective led by General Secretary Hu Jintao has placed great importance on the fight against corruption and integrity-building, explicitly proposing to advance these efforts in line with the requirements of "serving the people, being pragmatic, and remaining clean," relying on the broad masses of the people, and resolutely combating corruption and integrity-building while continuously enhancing the ability of Party members and cadres, especially leaders at all levels, to resist corruption and risks. The fight against corruption and integrity-building relies not only on education but also on systems. Systemic issues are fundamental, comprehensive, stable, and long-term. China is currently undergoing profound social transformation, including deepening reform, transitioning its systems, and restructuring its economy. Objectively, there are fertile ground and conditions for corruption, and corrupt practices are prone to occur in certain sectors. Therefore, to carry out in-depth efforts in promoting Party integrity and combating corruption, we must adhere to a comprehensive approach that treats both symptoms and root causes, punish and prevent simultaneously while emphasizing prevention, maintain a strong momentum in investigating disciplinary and illegal cases, and focus on addressing issues of leaders abusing power and acting for personal gain. At the same time, we must actively advance institutional and systemic reforms, establish and improve new systems that prevent corruption, and gradually eradicate the soil that breeds corruption. The 16th National Congress pointed out: "Strengthen education, develop democracy, improve the legal system, enhance supervision, innovate systems, and embed anti-corruption in all major policies to prevent and solve corruption at its source." The Third Plenary Session of the 16th Central Committee proposed establishing and improving a punitive and preventive anti-corruption system that emphasizes education, systems, and supervision, aligned with the socialist market economy system. In line with the requirements of the Party Central Committee and the State Council, the recent plenary sessions of the Central Commission for Discipline Inspection and anti-corruption work conferences have explicitly called for further advancing reforms in administrative approval, financial management, investment, personnel management, and finance, strictly enforcing systems such as construction project bidding, the auction and listing of commercial land use rights, property transactions in the market, and government procurement, establishing and improving a social credit system, and conducting in-depth efforts in government affairs openness, enterprise affairs openness, and village affairs openness. The proposal of these major reforms and institutional measures reflects our Party's deeper understanding of the laws governing anti-corruption under the socialist market economy. With the collective efforts of the entire Party and society, as the deployment and implementation of anti-corruption measures progress, we will be able to effectively curb and prevent corruption, reducing negative and corrupt phenomena to the minimum extent possible. We must have full confidence in this.
