Features: The Central Talent Work Conference held on December 19-20, 2003, created three records in the history of our Party: for the first time, a national talent work conference was convened in the name of the Central Committee; for the first time, the Central Committee and the State Council issued a decision specifically to further strengthen talent work (i.e., the "Decision of the Central Committee and the State Council on Further Strengthening Talent Work," hereinafter referred to as the "Decision"); and for the first time, high-ranking leaders of the Party (such as Hu Jintao, Wen Jiabao, and Zhang Qinghong) delivered important speeches specifically on talent issues. The basic spirit of this conference can be mainly summarized in three aspects: first, establishing a talent perspective in line with socialism with Chinese characteristics; second, vigorously implementing the strategy of building a talent-powered nation; and third, adhering to and implementing the principle of the Party governing talent. From August 2003 to December 2003, I was fortunate enough to be seconded to the First Bureau of Cadre Work of the Organization Department of the Central Committee of the Communist Party of China and participated in the discussion and drafting of relevant documents and speeches, gaining a great deal of new knowledge and concepts. What is recorded here is my personal reflection during that period.
