With the expansion of market-oriented economic trends, the role of the government is undergoing significant changes worldwide. In the 1990s, many countries, including developed nations in Europe and America as well as some Asian countries like Singapore, were shifting their industrial structures from manufacturing hubs to knowledge-based industries. In the context of globalized market competition, the presence of an efficient and high-quality government is crucial for the business environment. The foundation of a knowledge-based society lies in a highly educated workforce, advanced information and communication infrastructure, a liberalized competitive environment, and a government and administrative sector capable of providing efficient and convenient services. In March 1999, under the proposal of the Government Industry Competitiveness Conference, which was then under the direct jurisdiction of Prime Minister Obuchi, Japan established the goal of achieving the world's highest level of e-government through public-private cooperation by 2003. The author of this book addresses Japan's goal of building a world-class e-government by 2003 by referencing advanced international examples and providing an interpretation of what Japan's e-government should be. The author uses numerous charts and graphs throughout the book to enrich the text. In the latter part, a chart depicting life scenarios after the construction of e-government, based on the author's 26 proposals, presents a vivid picture of life in the era of e-government.
