The content collected in this collection includes: laws and decisions on legal issues passed by the National People's Congress and its Standing Committee within the previous month, administrative regulations and regulatory documents promulgated by the State Council, departmental rules filed with the State Council, and judicial interpretations published by the Supreme People's Court and the Supreme People's Procuratorate. Additionally, it includes the directory of local regulations and local government rules filed with the State Council for the previous month.

The content in this collection is arranged in the following classification order: Laws, Administrative Regulations, Regulatory Documents, Departmental Rules of the State Council, Judicial Interpretations. Within each category, items are listed in chronological order of promulgation. The directory of local regulations and local government rules filed with the State Council is arranged according to the administrative divisions approved by the State Council in 1987. For administrative regions with more than two items filed, they are listed in chronological order of promulgation.
4. This collection is published in twelve issues annually, with one issue per month. This issue is the second issue of the 2007 annual collection, including 2 regulatory documents, 33 departmental rules filed with the State Council, and 4 judicial interpretations published within January 2007. It also includes 6 regulatory documents from December 2006 of the previous year. In total, 45 items are included.
