Features: In accordance with the strategic decision of the Central Government to implement the Western Development Strategy and the overall plan and requirements proposed by the 16th National Congress to comprehensively build a moderately prosperous society, we formulated the "Overall Plan to Accelerate the Development of Highway Networks in Western China" based on the actual conditions of the western region. Through 20 years of effort, we aim to bring about fundamental changes in the transportation landscape of the western region, basically establishing a highway transportation service network with a rational layout and complete functions, which can generally meet the needs of social and economic development. In terms of specific implementation, highways in the western region will be constructed in three tiers: First, the National Trunk Highway System, specifically the nine national highways connecting the western region within the "Five North-South and Seven East-West" system, with the goal of completing them by 2008; second, the construction of provincial and national secondary highways, national and border defense highways, and station and hub facilities; third, county and township roads, with significant investment to accelerate the construction of inter-county highways and rural roads in the western region.
