2005/2006 - The Dual Harmony of Industrial Transformation Adjustment and Socio-Economic Development - A Research Report from the China Braintrust

Publish Date: 2006-12-01
Features: Most of the articles in this book are research outcomes completed by the research consultants of the Comprehensive Development Research Institute (China, Shenzhen) in the past two to three years. These articles can be broadly categorized into the following three types:
The first type is purely theoretical discussion articles, such as On Virtual Capital and Virtual Economy, On the Innovation Motivation, Space, and Ability of Entrepreneurs, and Trends in the Development of Manufacturing in the New Economy. The term "purely" primarily refers to the writing style of these articles, which adopts an academic or quasi-academic language. However, in terms of topic establishment and angle selection, they are highly relevant to reality and are not mere "ivory tower" works confined to academic settings.
The second type is research articles that analyze specific issues and then generalize them to broader contexts. Examples include Research on the Price Regulation of Urban Pipeline Gas, Exploring the Institutional Barriers to Labor Mobility, and Research on Performance Evaluation Indicators for Retail Enterprises Based on the 3A Supply Chain. The term "from point to surface" means conducting an in-depth analysis of a specific issue and then elevating it to a universal, broader problem for comprehensive research, thereby enhancing its guiding significance and reference value.
The third type is case study articles, such as Development Strategies for Guangdong Industrial Parks on the Path to Becoming a "World Factory", Recommendations for Establishing a Permanent Ecological Protection Area on Shenzhen's Dapeng Peninsula, and A Comparative Analysis of the Renovation of Commercial Streets in Dongmen, Huaqiangbei, and Baocun 25 Districts in Shenzhen. The term "case" refers to a comprehensive analysis of a specific project and the proposal of solutions. While these articles may lack reference value due to their excessive specificity, they undoubtedly offer greater inspiration for similar issues encountered.
These three types of articles share a common and prominent feature: the integration of research and consulting. This integration is directly reflected in the dual identity of the authors. One identity is that of experts and scholars. Most authors hold advanced degrees and are experts in their respective fields, possessing specialized research capabilities. The other identity is that of consultants, enabling them to provide consulting services to governments, enterprises, and other social organizations, assisting them in solving pressing issues. In this sense, research is only one link in the entire chain. Solving specific problems is the ultimate goal of research. It is precisely this dual identity that allows these articles to combine the intuition and detail of case studies with the height, depth, and breadth of theoretical generalization and refinement.
The dual identity of the authors is determined by the unique positioning of the Comprehensive Development Research Institute (China, Shenzhen). For 17 years since its establishment, the Institute has consistently adhered to the integration of research and consulting. Through this integration, it has promoted the connection between theory and practice, striving to break away from traditional, closed, and scholastic research methods. Without open, market-oriented, and socially-oriented consulting services, the Institute would not have developed its current unique mechanisms and vitality.
This unique positioning makes the Comprehensive Development Research Institute (China, Shenzhen) distinct from both traditional academic research institutions and general commercial consulting firms. The public service nature of policy research and the commercial nature of consulting have become two equally important value dimensions for the Institute. More importantly, the mutual permeation, interaction, and integration of these two value dimensions have provided a solid foundation and clear objectives for the Institute's policy research, while also ensuring that its consulting services are guided by theory and strategy and are properly and accurately managed.
This distinctive and differentiated exploration and practice have already and are continuously forging the irreplaceable core competitiveness of the Comprehensive Development Research Institute (China, Shenzhen). In a sense, this book serves as a test of the hardness and value of this core competitiveness. In 2005, the Comprehensive Development Research Institute (China, Shenzhen) published a series titled "China Brain Bank Research Reports," including books such as Focus: A Major Discussion on Hot Issues in the Chinese Economy, Perspective: Shenzhen-Hong Kong Development and the Integration of the Greater Pearl River Delta, and Positioning: Comprehensive Innovation and Harmonious Development of Shenzhen. This book is also part of that series. While the first three works primarily focused on macro policies and public policy research, this book places greater emphasis on the analysis and refinement of consulting projects and case studies, making it more practical, targeted, and operationally feasible.
