Features: As an exploration, this book selects the special fund for bulk cement as a case study to systematically discuss relevant issues in the performance evaluation of public policies in China. The special fund for bulk cement is one of the 31 policy-based funds still retained in China today; it is a public policy specifically designed to promote and develop bulk cement. According to the regulations when this policy was introduced, the special fund for bulk cement should have been terminated on December 31, 2005. However, through a performance evaluation of this public policy, the Ministry of Finance decided to extend the implementation period of this policy by one year and, through further research, determined its future direction. The special fund for bulk cement policy has a small scope but significant importance. From the perspective of public policy performance evaluation, it involves the entire process, including pre-performance evaluation (performance evaluation of policy design) and post-performance evaluation (performance evaluation of policy implementation and completion), making it highly representative. Additionally, using a currently implemented policy as a typical case study allows the performance evaluation perspectives and methods proposed in this book to have greater practical significance and facilitate broader adoption by fiscal workers in practice.
