Features: Urban transformation is a major change and turning point in the development process and direction of urban development, representing a significant overhaul of urban development paths and models. After a prolonged period of development, cities need to comprehensively adjust and transform their industrial structures, urban functions, and urban construction to meet the needs of sustained economic growth. Transformation is a common challenge faced by major cities worldwide. New York, London, Los Angeles, Tokyo, and Chicago are internationally recognized as cities that have successfully undergone transformation. Similarly, some cities in China are also grappling with the same issues. With the accelerating pace of urbanization in China, many large cities are experiencing rising production and manufacturing costs, increasing hollowing out of manufacturing in central urban areas, growing scarcity of resources such as water and land, and heightened environmental pressures. Sustainable development has become a critical strategic issue for urban growth. Key questions have emerged, such as how to shift the growth model of the economy, improve the quality of economic growth; how to seek new growth drivers to promote sustainable urban development; how to achieve upgrading of urban structures and enhancement of urban functions to drive development in surrounding areas; and so on.
Headquarters economy, as a new economic model, gathers corporate headquarters to boost the development of various service industries in the city, creating a strong agglomeration and radiation effect in terms of industry, technology, and talent. This contributes to advancing urban industrial upgrading and functional enhancement. Developing the headquarters economy is a crucial strategic choice for central cities to implement the scientific development concept, promote industrial restructuring and functional enhancement, and achieve urban transformation and sustainable economic and social development.
