Features: After the promulgation and implementation of the "Production Safety Law of the People's Republic of China," on the one hand, it is necessary to strictly implement various regulations and operating procedures, strengthen daily production safety inspections, firmly correct various violations and, ensuring that rules are followed and violations are punished, with no tolerance for leniency. On the other hand, it is essential to strictly enforce the accident accountability system, punish and deal with those responsible for accidents, with law enforcement authorities adhering to the principle of enforcing the law strictly, punishing violations severely, and holding accountable those who break the law. For those responsible for safety production accidents and major hazards due to neglect of management or inadequate supervision, they must be dealt with severely in accordance with the law, with no leniency. At the same time, the leadership accountability system must be strictly enforced, and the State Council's "Regulations on Administrative Accountability for Major Safety Accidents" must be implemented conscientiously. Once a major safety accident occurs, not only must the administrative responsibilities of leaders responsible for safety production accidents and major hazards be held accountable, but those who commit crimes must also be held accountable for criminal liability, ensuring that accountability is absolute and punishment is certain. Efforts should be made to establish a systematic framework for production safety supervision, accident prevention, and emergency response, achieving the goals of prioritizing safety, maintaining stability, and promoting development, thereby fostering the healthy, orderly, and stable development of the socialist market economy and advancing the progress and improvement of social civilization.
