Features: This book analyzes the severe situation of educational disparities; explores the causes of educational disparities; clarifies the goals of reducing educational disparities; proposes countermeasures to narrow educational disparities. Based on the fundamental concept of harmonious development, strategic priorities for reducing disparities, key institutional mechanisms, and conditional guarantees for policy implementation, it advocates for adhering to the Scientific Outlook on Development to narrow educational disparities, accelerate the integration of urban and rural areas, and build a harmonious society. Educational disparities are an important aspect of social disparities, and they are more prominent and severe in the gaps between economies and societies. Our research shows that the severity and rate of widening educational disparities are, in many aspects, greater and more evident than economic disparities. Education is the foundation of economic and social development, and educational disparities severely constrain other aspects of development. Moreover, narrowing educational disparities is more difficult and slower than narrowing other types of disparities. Narrowing educational disparities not only holds significance for education itself but also has a foundational meaning for reducing the overall gaps in the economy and society. Reducing social disparities has become one of the key priorities of the Party and government, and narrowing educational disparities has inevitably become a major issue in public policy, which should be considered at a macro-strategic level. Educational disparities manifest as gaps between urban and rural areas, regions, and social strata, as well as between different types of education, such as between key schools and non-key schools, general education and vocational education, research-oriented universities and non-research-oriented universities, and public schools and private schools. There are many causes of educational disparities, and narrowing them requires the effort of the entire society. However, the primary responsibility for narrowing educational disparities lies with the government. Establishing institutional mechanisms to limit and reduce educational disparities is key, and formulating sound public education policies is the guarantee. The overall approach and expected objectives of this research project are: to analyze the situation of educational disparities, explore the causes of educational disparities, clarify the goals of reducing educational disparities, and propose policy recommendations for narrowing educational disparities.
