As the "safety valve" of the multilateral trading system, safeguard measures play an indispensable role in genuinely ensuring the safety of member industries. Since the establishment of the WTO, the continuous increase in the number of safeguard measures adopted by members is a strong testament to this. As of November 9, 2000, WTO members had initiated 50 safeguard measures investigations. In recent years, with the accelerating process of China's "accession to the WTO," research on the WTO safeguard measures system has also been launched and gradually deepened. However, for many people, "safeguard measures" remain a relatively unfamiliar concept. To help more people, especially domestic industries and lawyers engaged in this field, understand this system and put it into practice, we have specially written this book as arranged by the Editorial Committee of the "WTO Case Series" to serve the readers. This book is divided into four parts: Chapters 1 and 2 form the first part: Overview of safeguard measures cases; Chapters 3 to 6 constitute the second part: A summary of the GATT and WTO safeguard measures system; Chapters 7 to 10 make up the third part: Analysis of typical cases; and Chapter 11 is the fourth part: Countermeasures for safeguard measures disputes after "accession to the WTO."
