Features: Employment issues, both an old topic and a fundamental issue of the current society. Labor employment positions are the key link for stable and harmonious coexistence among people, society, and nature. If this link is resolved well, then social stability and harmony can be achieved. According to Marxist viewpoints, one of the basic functions of the state is to regulate social conflicts, mitigate social tensions, and maintain stable and harmonious development. The foundation for stable and harmonious social development lies in the stability and harmony of the economic order, as well as the proper resolution of employment issues. Employment and the derived re-employment issues have always been a significant concern since the Communist Party of China has been in power in Shanghai for over half a century. The Party Central Committee has issued a series of directives and formulated numerous policies on this matter. Every successive Shanghai Municipal Committee and Municipal Government have creatively implemented the Central Committee's directives, properly addressing employment and re-employment issues, and strongly promoting the development of socialist construction, reform and opening-up, and modernization efforts. Promoting employment and re-employment is a true test of the Party's governance capabilities. With the gradual improvement of the socialist market economy system, the material and cultural needs of the people have continuously increased and become more diverse, and social interest relationships have become more complex. Especially constrained by factors such as economic and cultural development levels, it has become more challenging to balance the interests of all parties. Meanwhile, the employment structure, methods, and concepts of laborers are constantly changing, with significantly enhanced mobility, posing new challenges for social organization and management.
