Features: This quota was developed in accordance with the requirements of the Ministry of Construction's Standard and Quota Department's "Letter on Organizing the Compilation of the 'National Unified Installation Engineering Basic Quota'" (Jianbiaozaohan [2004] No. 66), adhering to scientific and rational principles, closely aligning with practical conditions. It serves as a fundamental reference for government investment projects in construction, provides a basis for construction parties to calculate project costs, and meets the needs of bill of quantities pricing while facilitating the preparation of composite unit prices in tenders and bids. During the compilation process, the quota summarized the experience from the "National Unified Installation Engineering Basic Quota" (draft for approval) compiled in 1995 and the "National Unified Installation Engineering Budget Quota" of 2000. It is based on current national construction and acceptance specifications, technical operation procedures, quality evaluation standards, and safety operation procedures. The quota was developed using common construction methods in domestic construction enterprises, reasonable labor organization, and normal construction conditions. Before its approval and release, opinions were widely solicited from relevant construction units, project owners, and cost engineering management departments across the country, and it underwent a national review meeting attended by expert reviewers. The quota is managed by the Ministry of Construction, with the Standard and Quota Research Institute of the Ministry of Construction responsible for interpreting its specific technical content. The quota consists of nine specialized fields, including: welding, cutting, beveling, painting, insulation, and anticorrosion; inspection, testing, purging, and cleaning; hoisting and horizontal transportation; piping assembly and installation; equipment fabrication, assembly, and installation; furnace and kiln masonry engineering; and electrical equipment and automation control instrument installation engineering.
