Features: In 2003, the Ministry of Transport's Highway Department promulgated the "Model Domestic Bidding Documents for Highway Engineering" (2003 Edition, hereinafter referred to as "the Model") for mandatory use nationwide. It played an important role in guiding, standardizing highway engineering construction bidding work, improving engineering quality, and controlling project costs. In 2004, the Henan Provincial Department of Transport issued the "Notice on Further Standardizing Highway Engineering Bidding and Tendering Activities" (No. 205 of Henan Transport Industry [2004]) to make significant adjustments to the original bidding and evaluation methods and bidding organization methods. It stipulated that in the highway engineering construction bidding and evaluation activities in Henan Province, the review of the construction organization design of bidding units in the original bidding stage would be advanced to the prequalification stage, and the evaluation method would be changed from the comprehensive scoring method stipulated in the "Model" to the limited low-price method. On the basis of further summarizing and analyzing the current situation and existing problems of highway engineering construction bidding in recent years in China and Henan Province, after in-depth research and extensive solicitation of opinions from all parties, the Henan Provincial Department of Transport organized relevant experts in the province to compile the "Model Prequalification Documents for Highway Engineering Construction Bidding in Henan Province." The "Model Prequalification Documents for Highway Engineering Construction Bidding in Henan Province" are based on the "Several Opinions on Further Standardizing Bidding and Tendering Activities" of the General Office of the State Council, the "Administrative Measures for Highway Engineering Construction Bidding and Tendering" of the Ministry of Transport, and the "Notice on Further Standardizing Highway Engineering Bidding and Tendering Activities" of the Henan Provincial Department of Transport. It clarifies the review methods and review content for applicants' performance, reputation, performance compliance ability, and construction organization design in the prequalification stage, and stipulates that the prequalification method adopts the mandatory condition evaluation method.
