Features: To help construction engineering budgeting and cost accounting workers study comprehensively and systematically, consolidate and deepen their professional knowledge, and enhance their ability to analyze and understand the "National Unified Basic Construction Project Quota" (hereinafter referred to as "Basic Quota") promulgated by the Ministry of Construction of the People's Republic of China, we have specially compiled this book. This book strictly follows the chapter order of the "Basic Quota" and provides detailed interpretations of the (compilation) instructions and engineering quantity calculation rules, the specific meanings of the step-by-step and itemized project names listed in the quota, the detailed explanations of labor, materials, and machinery included in the quota items, as well as the special problems frequently encountered in actual operations. The main purposes of compiling this book are as follows:
1. Focus on "Practical Operation": Everything is based on the actual operational needs of budgeting and cost accounting workers, with the budgeting staff in mind. During the writing process, we always put ourselves in the shoes of actual operators—whatever the operators need, we compile it. The interpretations summarized aim to be practical and problem-solving.
2. Focus on "New": Everything is based on the newly promulgated "Basic Quota" by the Ministry of Construction, capturing the latest information and grasping the latest trends of this quota. We analyze the new situations and issues that arise in the quota, broaden the thinking of practical workers, and enable budgeting and cost accounting workers to stay updated on the latest developments in the quota during actual operations.
3. Focus on "Comprehensiveness": We systematically combine the new technologies, methods, and experiences in architectural design, construction, and project management within the field of construction engineering budgeting and cost accounting with the needs of practical operational abilities. This serves the interpretation of the compilation instructions, engineering quantity calculation rules, step-by-step and itemized project names, and the labor, materials, and machinery included in the quota items. From this, we identify some patterns, making the content compact, detailed, and well-organized, facilitating systematic understanding and operational skills.
This book incorporates text, illustrations, and tables, presenting content in an accessible and easy-to-understand manner, making it particularly suitable for budgeting and cost accounting workers (including real estate development companies, construction companies, budgeting staff of unit infrastructure departments, and budgeting auditors) and students preparing to engage in budgeting work. It can also serve as a reference book for teachers and students of civil engineering management in universities and colleges.
This book adopts a clause-by-clause interpretation format, aligning with the "Basic Quota." For the convenience of readers, the table of contents is relatively detailed. The page numbers (PXX-PXX) in the quota interpretations refer to the pages of the "Basic Quota" to facilitate easy reference. Considering the of Chapters 1, 2, and the last three chapters (18, 19, and 20), their format differs slightly from the other chapters, and readers are kindly requested to pay attention. Additionally, for the systematic nature of budgeting, we have compiled basic knowledge related to budgeting, such as drafting and cost estimation, in the "Appendix" and have supplemented water and electricity engineering.
