Supplementary Explanation: Clause Interpretations
According to the requirements of State Planning Commission Document No. 2390 (1987), the "Code for Fire Protection Design of High-rise Civil Buildings" was jointly revised by the Ministry of Public Security and relevant departments. It has been reviewed and approved by relevant authorities. The "Code for Fire Protection Design of High-rise Civil Buildings" GB50045—95 is now approved as a mandatory national standard and shall come into effect on November 1, 1995. The original "Code for Fire Protection Design of High-rise Civil Buildings" GBJ45—82 is hereby revoked. If difficulties arise in implementing specific provisions of this code, they shall be resolved through consultation among the construction unit, design unit, and local fire supervision authorities under the guidance of the local construction supervision department. This code is managed by the public security department, with its specific interpretation and other matters handled by the Fire Bureau of the Ministry of Public Security. Publication and distribution are organized by the Research Institute of Construction Standards and Quotas.
