Features: Engineering construction standardization is the foundation and means for effectively implementing scientific management and strengthening government macro-control in the construction field. It plays a significant role in regulating construction market behavior, ensuring the quality and safety of engineering projects, promoting technological progress in construction, and enhancing the economic and social benefits of construction projects. In recent years, with the continuous improvement of China's socialist market economy system and the practical needs of joining the World Trade Organization (WTO), engineering construction standardization has been recognized as a crucial tool for strengthening the quality management of engineering construction in the new context, receiving high attention and widespread concern from leaders at all levels.
On January 30, 2000, the State Council issued Decree No. 279, titled "Regulations on the Quality Management of Construction Projects," which clearly outlined a series of major issues regarding the establishment of a new quality management system for construction projects under China's socialist market economy. Among these, the provisions on the implementation and supervision of national mandatory standards, as well as penalties for violating national mandatory standards, were considered the strictest to date. This marked a shift away from the traditional reliance solely on administrative management to ensure the quality of construction projects, ushering in a new era where both management and technology were emphasized in ensuring quality.
The issuance and implementation of the "Regulations on the Quality Management of Construction Projects" provided a rare opportunity for the reform and development of engineering construction standardization. To ensure the effective implementation of these regulations, the Ministry of Construction organized experts from various government departments to systematically compile the "Mandatory Provisions for Engineering Construction Standards," covering fifteen parts, including urban and rural planning, urban construction, residential buildings, industrial buildings, water conservancy projects, power projects, information engineering, water transport projects, highway engineering, railway engineering, petroleum and chemical construction projects, mining engineering, civil defense engineering, radio, film, and television engineering, and civil airport engineering. These provisions consolidate the technical requirements from current national and industry standards that directly concern the safety of people's lives, human health, environmental protection, and the public interest, requiring strict implementation.
After China joined the WTO at the end of 2001, engineering construction standardization received widespread attention from society at large. Efforts were made to further improve the engineering construction standard system, accelerate the formulation and revision of standards, enhance the quality and technical level of engineering construction standards, and provide comprehensive technical basis and rules for the operation, management, and trade of the construction market. At the same time, strengthening the implementation and supervision of engineering construction standards, particularly mandatory standards, to ensure the quality and safety of construction projects, protect the lives and property of the public, safeguard human health, protect the environment, and uphold other public interests became more urgent and important.
This book is designed to meet the needs of engineering management personnel and technical staff, address potential issues they may encounter in their work, and better grasp the relevant provisions in engineering construction standards. Based on the original book "Practical Knowledge Q&A on Engineering Construction Standardization," it has been revised and rewritten. The book systematically provides detailed answers to potential questions regarding the basic concepts, historical development, fundamental theories, relevant policies and measures, the International Organization for Standardization (ISO), WTO, and the reform and development of engineering construction standardization in China, serving as a reference for peers seeking to understand, learn, master, and apply engineering construction standardization.
