To meet the needs of the current standardized construction market, this book is based on the "Composition of Costs for Building and Installation Engineering" by the Ministry of Construction and the Ministry of Finance, the "National Unified Basic for Construction Engineering," the "National Unified Rules for Calculating Quantities of Construction Engineering Budgets," the "National Unified Consumption Quotas for Building Decoration and Renovation Engineering," and the National Standard "Code for Quantities and Prices of Construction Works." On the basis of the previous edition, the original content has been comprehensively revised, adjusted, and supplemented, with an optimized layout. This makes the basis for preparing engineering budgets, fee standards, and cost procedures more suitable for the current construction market situation, and the content is more substantial. The second edition still provides a detailed discussion on the nature, characteristics, and formation principles of engineering budgets under the socialist market economy. Each chapter has been expanded or revised based on the original content. For example, in the chapter "Overview," the composition of engineering budget costs has been comprehensively adjusted and revised; in Chapter 5 "Rules for Calculating Quantities of Construction Engineering," the calculation of " Gross Floor Area for Commercial Housing" has been added; and in Chapter 6 "Preparation of Preliminary Design Budgets," the preparation of budget estimates for specific project engineering has been added. To facilitate readers' reading and use, Section 7 "Common Terms and Definitions for Construction Engineering Budgets" from the original book's chapter has been moved to the appendix.
