To give readers an understanding of the content and editorial philosophy of this book, we have made the following points:
1. The compiled content of each "Five-Year Plan" primarily includes: the origin of the plan, related suggestions, reports, or explanations, resolutions, the implementation status and results of the plan, major economic construction projects during the plan period, and the completion status of the plan.
2. Since the suggestions, reports, explanations, and other content of each "Five-Year Plan" are already quite detailed, and given the limited capacity of this book, the original texts of each plan are not included.
3. The materials collected in this book are all publicly published, but the content of the materials for each "Five-Year Plan" varies in detail. Especially during the "Cultural Revolution," the materials for several "Five-Year Plans" were very limited, and even reports, plans, drafts, and resolutions were not publicly released. Therefore, the content of each "Five-Year Plan" compiled in this book varies in detail, which is a regret of the compilers.
4. The implementation status of each "Five-Year Plan" and major construction projects are among the main reflections of this book, but due to limited materials, this aspect is also incomplete.
Through compiling this book, one major feeling is that the national economic construction, social development, and national politics are closely related. When the country's politics is clear, stable, and united, the speed of economic construction is fast, and society is stable. Otherwise, the speed of economic construction slows down, or even regresses. The "Cultural Revolution" is the best proof. In contrast, the "First Five-Year Plan" and the "Five-Year Plans" since the Third Plenary Session of the Eleventh Central Committee were not only formulated in a complete, rigorous, scientific, and systematic manner but were also implemented and all completed ahead of schedule.
The materials compiled in this book primarily come from publications such as Xinhua Monthly, People's Daily, (Half-Monthly Review), and Major Events in the National Economic and Social Development Plan of the People's Republic of China.
