At the National Committee of the CPPCC Work Report, Politburo Standing Committee Member and Chairman of the National Committee of the CPPCC Jia Qinglin established the study of the Regulations of the CPPCC as one of the key tasks for 2004, alongside the study of the Constitution. He called on CPPCC organizations at all levels, participating units, and every CPPCC member to study the new Regulations thoroughly, widely promote them, and implement them effectively. It is essential to fully grasp the nature of the CPPCC, comprehensively fulfill its functions of political consultation, democratic supervision, and participation in and deliberation of state affairs. It is necessary to adapt to the requirements of socialist democratic political construction, gradually establish and improve various procedures, and further promote the institutionalization, standardization, and proceduralization of CPPCC work. To facilitate the study and understanding of the newly revised Regulations of the CPPCC and the Amendment to the Regulations, this book has been compiled. It includes: the nature, status, and role of the CPPCC; the main functions of the CPPCC; the organization and members of the CPPCC; and the operation of the CPPCC.
