Features: Real estate issues in China have long been a focal point of attention for the government, the public, and society at large, especially the rapid rise in the price of urban commercial residential housing, which has become a prominent issue of concern across all sectors. Since 2004, the Research Group of the Development Research Center of the State Council has been collaborating with the Lincoln Institute of Land Policy in the United States to jointly study China's property tax reform. Based on an analysis of international experience and strengthened field research, the Research Group has conducted a preliminary design of China's property tax system and held an international conference to gather opinions from domestic and foreign experts as well as officials from relevant government departments. This book summarizes the Research Group's findings on property tax system reform into two parts. The first part proposes a comprehensive set of constructive solutions for China's property tax reform, including large, medium, and small-scale options for the property tax reform; steps to advance the reform; the allocation of tax authority and rights; the subjects and scope of taxation; the design of tax rates; the establishment of tax exemptions and reductions; the assessment system and methods for the tax base; the management and collection mechanisms for taxes, and more. The second part focuses on the comments and suggestions from domestic and foreign experts on the property tax system design during the international seminar. The research in this book has a certain level of authority and practicality, and can provide decision-making references for the government and research institutions in further formulating plans for property tax system reform.
