(This volume provides case studies of regulatory reform and its implications, including public management reform and regulatory reform in various industries, such as the UK gas industry, Italy's electricity sector, Canada's telecommunications industry, and Japan's financial industry). For example, the study of regulatory reform in the United States focuses on the basic framework of U.S. regulatory reform, the role and functions of national institutions and policies in regulatory reform, and performance analysis of typical sectoral regulatory reforms, including the telecommunications industry, the digital economy, the information technology industry, and e-commerce. The translated work Practices and Experiences of Foreign Economic Regulatory Reform selects insightful analyses from several OECD research reports on the specific practices, successful experiences, and lessons of regulatory reform in the economic and trade aspects of its member countries. The inefficiency and high risks in China's legal and regulatory system have forced us to focus more attention on China's regulatory reform issues. Government regulation is an indispensable institutional arrangement in modern market economies. In the operation of market economies, enterprises are not only affected by market forces but also by the regulatory and administrative environments established by the government. The main theoretical basis for government regulation is the widespread existence of market failures, and the role of government regulation is primarily to correct the loss of resource allocation efficiency caused by market failures. However, without effective, transparent, and concise regulation and high-quality management, it can have negative effects. Complex regulations impose heavy burdens on enterprises, especially small and medium-sized enterprises, affecting both individual enterprises and the overall economy. This urgently calls for regulatory reform. Based on these understandings and considerations, supported by relevant research projects, we have compiled and translated a six-volume series on government regulatory reform, analyzing theoretical and empirical foundations of regulatory reform, core principles of regulatory reform, regulatory reform practices in various countries, regulatory reform of the service industry, regulatory reform and small and medium-sized enterprises, experiences and lessons from regulatory reform, and China's open economic policies and legal system. The four volumes we compiled are: Regulatory Reform and Economic Development, Regulatory Reform and Performance in Developed Countries, Regulatory Reform of the Service Industry and Small and Medium-sized Enterprises, and Innovation in China's Open Economic System. The two volumes we translated are: Practices and Experiences of Foreign Economic Regulatory Reform and Regulatory Reform and Competitiveness Reconstruction in South Korea After the Financial Crisis. Practices and Experiences of Foreign Economic Regulatory Reform selects insightful analyses from several OECD research reports on the specific practices, successful experiences, and lessons of regulatory reform in the economic and trade aspects of its member countries.
